The United States is halting shipments to its strategic oil reserve for the second half of the year, after Congress passed a bill calling for the suspension. House Speaker Nancy Pelosi called on President Bush to release oil from the government's emergency reserve to knock down gasoline prices she says "are helping push the economy toward recession." Pelosi, D-Calif., in a letter to Bush noted that the Strategic Petroleum reserve has been used three times before and each time the action has served to stabilize oil markets and lower gas prices. Action is needed "to assist consumers and strengthen the economy," Pelosi said. The threats to the economy and national security from high oil prices "are the kind of circumstances ... in which utilization of the Strategic Petroleum reserve is more than justified," Pelosi wrote in the letter sent late Tuesday. Bush repeatedly has rejected calls to use oil from the government reserve, which is 97 percent full and currently holds about 702 million barrels of oil - enough to replace imports for two months. It's stored in salt caverns along the Louisiana and Texas coast. The Bush administration has maintained the oil is to be used only in response to a disruption of oil supplies. While oil prices currently are high, at more than $137 a barrel on Wednesday, there has been no supply shortage. U.S. Representative Michael Arcuri Thursday described steps Congress has already taken to bring down gas prices and invest in new alternative energy sources, as well as the benefits of locally produced alternative energy such as reduced costs and new jobs. “Rising gas costs increase the price of food, which puts hard-working families and seniors in the tenuous position of making ends meet,” said Arcuri, D - Utica, at a press conference held at Schuyler Wood Pellet, which produces lower cost wood pellet fuel and has created news jobs in the Mohawk Valley since opening in December 2007. “To add insult to injury, the extra money we pay at the pumps only adds to the record high profits of the big oil companies. In Congress, I’ve been working to address this problem that Washington has ignored for decades.” Of the bills discussed by the congressman, H.R. 5473 has been enacted by President George W. Bush and suspends shipments of oil to the U.S. Strategic Petroleum reserve until the average price of crude oil falls below $50 a barrel. Today, with gasoline prices still climbing, House Speaker Nancy Pelosi asked him to begin drawing the reserve down. "Deploying a small portion of the resources in the SPR would provide much needed assistance to American consumers facing record prices and help our economy during a serious period of instability," Pelosi wrote to Bush. "I strongly urge you to use every available tool, including deployment of the SPR, to provide timely relief for American consumers and businesses." Bush initially resisted the calls to stop adding 60,000 barrels of oil each day to the giant undergound caverns in Texas and Louisiana where the reserves are stored, but relented after Congress passed legislation to do so by veto-proof margins. It's unclear whether Pelosi's current request will garner the same bipartisan support. "The fact is, the American people expect and deserve far more than what Speaker Pelosi is proposing," House Minority Leader John Boehner said in a statement.  U.S. Rep. Randy Kuhl has a plan he claims will lower gasoline prices by $1.98 per gallon. Democrat Eric Massa, who wants to unseat him in the November election, charges Kuhl’s plan is flawed and offers one of his own. Meanwhile, three economists put in their two cents — one of whom laughed when the Messenger sought comment on figures politicians are using. In a visit to the Messenger last week, Kuhl said gas prices top the list of concerns he is hearing from his constituents in the sprawling 29th Congressional District that sweeps the Southern Tier and includes Yates County, parts of Monroe and all of Ontario County except Geneva. “We haven’t seen the worst of this issue,” said Kuhl, who supports a 14-point package of bills aimed at lowering gas prices with  projects that include more drilling in Alaska and offshore coasts, building more nuclear power plants and oil refineries and promoting alternative fuels. A “gas chart” put out by the Office of the House Republican Whip shows just what a hot-button political issue gas prices have become.
