A story in today's Sun Sentinel reveals that a Palm Beach County teenager accused of sexually assaulting the family's German shepherd also had child pornography videos on his computer, showing grown men performing sex acts with little girls, police said. Surprise, surprise. Research repeatedly has shown that people who sexually abuse animals often do the same to humans they also feel they can dominate -- just as people who physically abuse animals tend toward violent crimes. It's all well and good that county officials, who removed dogs and two cats from the family's home, have banned them from owning pets. But now is another good time to point out something that really will shock you, folks: It's legal in our state to sexually assault animals. Yep, we are one of 20 states where this is true. The reason is that when states struck down laws outlawing sodomy, the ones barring sex with animals went, too. This makes it hard for prosecutors and law enforcement to pursue these cases. Sen. Nan Rich, a Democrat representing parts of Broward and Miami-Dade counties, introduced a bill last session (SB 0744) that would have fixed this, but admits it got started too late to get very far. She plans to try again. And she needs your support. There are 215 days until the 2009 Florida legislative session begins. Tell your elected senators and representatives that you want them to support Rich's measure, which I hope will be introduced again this year. ...

Since being elected in March, I have heard from more constituents, in support of passing climate protection legislation than on any other topic. In response to broad public support, in the last week of session, the Legislature passed the Global Warming Solutions Act. The issue of climate change has hit home. We all are feeling the pain of $4 a gallon gas prices, and the price of home heating oil is looming for next winter. The steps we take to protect our climate will both define generations to come, and will be the legacy by which this generation is judged. There are no longer questions about the dangers of climate change – they are real.   Addressing climate change and reducing our harmful emissions, however, necessitates a fundamental shift in the way we generate and consume energy. Even when the dangers of inaction are clear, changes in our driving and other consumer habits do not come easily, and sometimes seem to threaten our fundamental way of life. The cost of not acting, however, is too high. If done correctly, the remedy for climate change can also have a positive effect on both our economy and our security.   Under the Green Jobs Initiative, also passed last week, Massachusetts is uniquely poised to put people to work in rapidly growing new sectors, while cleaning up our air and cooling off our planet. It ain’t over until it's over. The 2007-2008 legislative session ended in the wee hours of Aug. 1. The final twists yielded stunning successes for environmental advocates. It had already been an outstanding session: The energy bill incorporates most of the best available thinking about how to conserve electrical power and how to shift power generation to renewables like solar and wind. It also does a lot to save heating oil and gas in buildings. The biofuels bill will help us shift from fossil transportation fuels to renewable fuels that don't compete with food crops. And the green jobs bill will help the work force transition to support emissions reductions. The oceans bill will help rationalize siting of coastal energy facilities. But many of us had been disappointed not to pass a carbon emissions cap for the state. A national environmental coalition had chosen goals of a 20 percent reduction in emissions by 2020 and an 80 percent reduction by 2050. Several other states have already committed to these goals and created regulatory authority to help achieve them. State Sen. Mark Pacheco had filed legislation along these lines early in the session. District 37 state House Rep. Bryce Edgmon was on a visit to Unalaska on Aug. 23 following the Aug.7 close of the special legislative session. During the last session, a decision was made on the governor’s gas line proposal and energy issues resulting in a $1,200 dollar addendum to this year’s Permanent Fund dividend. “By the time we got done with the TransCanada application, (there was) only a week to consider the energy issue. Within that week’s time the Legislature came away with several short-term relief items designed to provide Alaskans with the means to keep their homes heated and the lights on over the course of the winter,” Edgmon said. However, Edgmon expressed concern that this relief excludes new residents to Alaska, including teachers who have accepted teaching jobs within the past year. “My office did a quick survey of schools in District 37, and we found that one in five teachers in Southwest Alaska will not qualify for the energy relief check or the PFD,” Edgmon said. “Recruiting and retaining teachers is an extremely important part of the community and we all know what the role of education is in Alaska.” Other accomplishments of the session were acts to add $50 million to a renewable energy fund, $60 million for a home energy rebate program, $10.3 million to the bulk fuel loan program that supports smaller communities throughout Alaska and $23 million to the power-cost equalization program for the upcoming year.
