OSHKOSH Two teens who set off on a canoe trip on Lake Winnebago Saturday afternoon are missing. The teens, a 16-year-old girl and an 18-year-old man, were last seen at 3 p.m. Saturday, according to a press release from the Winnebago County Sheriffs Department. They were reported missing at 1:45 a.m. today. The girl was wearing a bright green sweatshirt and brown sweat pants. Both were wearing blue life vests, according to the report. They left a northeast side lake home in a silver canoe and planned to canoe around Asylum Bay, part of Lake Winnebago. The county’s top executive is encouraging homeowners to take a good look at their tax bills and file protests if they think their assessments are too high. And they very well might be, said Winnebago County Chairman Scott Christiansen, “in light of the local economy and the downturn in the housing market.” That the county board chairman would call on people to protest their assessments may seem odd, particularly in light of recent revelations of the county’s budget problems. Property taxes made up roughly 20 percent of the county’s general fund income last year. Any downward reassessment of home values would mean the base from which the county collects its tax revenue would also go down. But, during a Friday afternoon news conference where he was joined by the county’s supervisor of assessments, members of the local Realtor community and other officials, Christiansen said: “I’m much more concerned about fairness in this process than whether the taxing bodies are getting every dollar.” Home assessments are calculated by using one-third of the home’s estimated fair market value. Fair market value is determined by what similar homes sell for in an area during a given year. The assessed rate is what taxes are based on. For example, a home with a $100,000 fair market value has an assessed rate of $33,333. County department heads handed out informational packets to dozens of county workers Friday who the county hopes will take a $30,000 buyout offer. About 185 employees qualify for the offer because of their age and years of service. If slightly less than half of them take the offer, officials believe the county will save $1 million next year. But even if all the employees who qualify took the deal, the number of people who get a paycheck from the county would still be more — by a considerable margin — than just five years ago. “It’s crime, that’s the biggest part of it,” said Winnebago County Chairman Scott Christiansen. Nearly 300 jobs in Winnebago County are paid by the 1 percent public safety tax, officials said, which was approved in 2002 by voters to pay for a new jail and alternative sentencing programs. Ballot language allows the proceeds from the tax to be spent on “crime prevention, detention and other public safety purposes.” Over the past decade the county payroll has gone through two distinct periods: pre-jail and post-jail. In 1998, the county ended with 1,557 employees on the payroll. That number stayed roughly the same for the next few years. In 1999, there were 1,540 employees at year’s end, 1,558 in 2000 and 1,538 in 2001. By the end of 2002 the county had a little more than 1,500 employees. Winnebago County Board Chairman Scott Christiansen hopes a $30,000 cash payout to the county’s senior-most employees will entice enough of them to go off the payroll and ease the pressure on the county budget. Winnebago County Board members unanimously approved the early retirement incentive program tonight. The program could save the county about $1 million next year — if officials correctly estimated interest in the offer. “It all depends on who they are and how much they make,” Christiansen said. Winnebago County Board member Randy Olson, who introduced the resolution tonight, said 185 people who work for the county qualify for the program. Of that number, officials estimate that 85 people would consider taking it. There are two classes of people who qualify: Current employees participating in the county or sheriff’s department retirement plan who are at least 50 years old and have a minimum of 20 years of service and eight years of full-time, consecutive employment before their retirement. Current employees in the county retirement plan who are at least 55 years old and have a minimum of eight years of service and have eight years of full-time consecutive employment before their retirement. The $30,000 cash payout is scheduled to be paid over five years in lump sums of $6,000 each January.
