The move comes just as that industry feels increasingly squeezed by an economic downturn and the industry. China's State Intellectual Property Office has denied a flurry of media reports suggesting the government agency was investigating Microsoft for discriminatory software pricing. In a statement briefly posted at its official Web site, according to media sources, the SIPO noted that it has never undertaken any market-monopoly investigations before, and has no plans to do so because its mandate from Chinese government agencies is "to investigate and research domestic piracy issues." The statement was intended to contradict a report by Shanghai Security News in which an unnamed source had suggested to the Chinese financial newspaper that Microsoft would be vulnerable to a lawsuit following the debut of China's forthcoming anti-monopoly law, which becomes effective Aug. 1. Microsoft quickly responded by telling Western media outlets it was unaware of any antitrust investigation by Chinese authorities. The Kewanee Public Library District (KPLD) is one of 10 rural libraries chosen to take part in a pilot program aimed at creating a virtual network of resources to assist citizens, business leaders, and public officials to build rural communities.   Western Illinois University, the Illinois Institute of Rural Affairs, and the Alliance Library System are collaborating on the $37,248 grant, “Expanding the Entrepreneurial Role for Rural Libraries,” which funds the pilot program.  Grant funds provided all of the participating rural libraries, including KPLD, with a laptop computer and webcam. The equipment is available for members of the business community, entrepreneurs, and public officials to use in the library.  The grant also paid for Jane Bradbury, grant librarian at KPLD, to attend this year’s Rural Economic Development Conference in Peoria last March. Ann Turnbull, information services department head, and Bradbury recently completed several pilot “business reference” training sessions at the Alliance Library System in East Peoria. Funding for the grant has been provided by the Library and Services and Technology Act and administered through the Illinois Office of the Secretary of State. The USA Today has an exceptionally interesting follow-up story to the May release of the 2008 Academic Progress Rates (APR) results of the Division I schools. What makes this article particularly interesting is that it more fully vets the notion that the BCS conference receive favorable consideration from the NCAA. Citing analysis from the Knight Commission, the USA Today article states that BCS conference teams only half as likely to be punished as non-BCS teams for failing to meet the assigned APR minimums. "The NCAA's heart is in the right place. They want to improve the academic performance of student-athletes," says Nathan Tublitz, a University of Oregon biology professor and co-chairman of the Coalition on Intercollegiate Athletics, an Alliance of faculty senates at Division I universities. "But rules are only as good as their enforcement. At the moment, the enforcement seems a bit lax." Across Division I, fewer than one in three teams with subpar APRs -- 218 of 725 -- were sanctioned in the past year. The percentage fell to 25% in the six power conferences and climbed to 49% in the other five Bowl Subdivision leagues (Conference USA, Mid-American, Mountain West, Sun Belt and Western Athletic).
