OTTAWA _ Canada`s stores of fresh Water are not as plentiful as once thought, and Water shortages threaten to pinch the economy and pit provinces against each other, says a newly released document.An internal report drafted last December by Environment Canada warns that climate change and a growing population will further drain resources.We can no longer take our extensive Water supplies for granted, says the report, titled A Federal Perspective on Water Quantity Issues.The Canadian Press obtained the 21-page draft report under the Access to Information Act.It suggests the federal government take a more hands-on role in managing the country`s Water, which is now largely done by the provinces. I own a condo in a business park. The condo is 1 year old and during the last tropical storm we had Water penetrate through the outer wall that soaked the concrete and came through the inner walls. The outside of the buildings were not sealed by the builder. The outside of the buildings, paint and maintenance, as well as the alleyways and common areas are maintained by the condo association. The walls for all condo units need to be sealed ASAP to prevent further leakage and damage to the interior of the units. The Association has sent an email stating that due to lack of funds they will not be covering this expense and the repair of the walls should be paid for by each unit owner individually. This issue will be addressed by the COA at a later date. I understand our dues pay the association and there may be a Shortage of funds to cover sealing all the units at this time. Is this our responsiblity as owners or should the COA issue an emergency assessment to cover this cost? ...
