"A full-blooded American." That's how 24-year-old Josh Fry of West Virginia described his preference for John McCain over Barack Obama. His feelings aren't racist, he explained. He would just be more comfortable with "someone who is a full-blooded American as president." Whether Fry was referring to McCain's military service or Obama's Kenyan father isn't clear, but he may have hit upon something essential in this presidential race. With only seven of 32 precincts voting yes, the school bond levy failed to pass Tuesday, with uncertified results being 2,958 for and 4,194 against. “We hoped the children of Mineral County would have received this money,” said Superintendent of Schools Tilden “Skip” Hackworth early Wednesday morning at a packed Mineral County Courthouse. “Now, children in another county will benefit from the money.” A larger-than-expected turnout and time-consuming tallies by both paper and electronic ballots resulted in early-morning numbers. These results mark the third time Mineral County residents have voted on a school bond levy in four years. February’s special election on the school bond levy ended in defeat with 1,701 voting against the levy, 1,558 for the levy — 143 votes from passing. During the Primary Election in May 2004, more residents were against the passing of the bond than in recent elections, with 2,606 for the bond and 3,590 against — a deficit of 984. The 2004 election was the first time a school bond levy was voted on since the passage of the last one in 1973, according to Superintendent of Schools Skip Hackworth. If the bond would have passed, the county school system would have received $9 million dollars from the West Virginia School Building Authority, which was awarded at a special meeting held April 21 in Charleston. When the final paper and electronic ballots were tallied at around 1:30 a.m. on Wednesday morning, incumbent Mineral County Commissioner Janice LaRue narrowly came out on top, winning the Republican nomination by five votes, according to the unofficial totals. The total for LaRue — who is completing her first term as Commissioner — was 1,102, while following close behind her was Roger Leatherman with 1,097 votes. A third candidate on the Republican ticket for County Commissioner was Annette Favara, who received 834 votes. LaRue will face Democrat Donald Ashby in the general election this November. Ashby, a former Board of Education member for 6 years, garnered 3,058 votes. Craig Fraley obtained the most votes of the four Democratic candidates for county sheriff, at 1,640, and will have his name placed on the general election ballot. Fraley is the resource officer at Keyser High School, has been a deputy since 1989, and is the only D.A.R.E. instructor in Mineral County. The remaining Democrat candidates for sheriff were: Pat Amoroso, 1,241 votes; Frank Smith, 465 votes; and Ringo Nelson, 381 votes.
