[JURIST] Telecommunications executives told the US Senate Commerce Committee Thursday that their companies would refrain from using certain surveillance technology without users' permission but stopped short of endorsing legislation to outlaw the practice. The committee hearing to investigate the privacy practices of American Internet service providers (ISPs) focused on deep packet inspection (DPI), a technique of compiling information about users' browsing and online behavior for security and advertising purposes, generally without consent. Among the witnesses testifying was Thomas J. Tauke, Executive vice president for Verizon Communications, who said in his prepared remarks: We can commit and believe that all companies should commit to a set of best practices in the area of online behavioral advertising. The principles and best practices should apply to all online companies regardless of their technology or the platform used. ... Verizon believes that before a company captures certain Internet-usage data for targeted or customized advertising purposes, it should obtain meaningful, affirmative consent from consumers. Representatives from AT&T and Time Warner Cable also appeared before the committee. Research In Motion Ltd. is set to launch its first touchscreen device today, the BlackBerry Storm, but while industry observers say the company finally has a marquee device to sell to consumers, it may provide little relief to curtail a free-fall of its stock amid global economic turmoil. Along with the BlackBerry Bold and Pearl Flip devices that predated it, the Storm appears to be the device RIM needs to finally sheds itself of its business image and remake itself into a consumer-orientated cellphone maker, even after watching its shares slide almost 40% since missing second-quarter earnings by one penny on Sept., 25 . “This is about a new chapter for the company entering these major markets. It’s a global story in many ways,” said RBC Capital Markets analyst Mike Abramsky. Crunchgear says it's confirmed the phone will be formally announced on September 23rd, and then released for sale in mid-October. Meanwhile, in London, Google showed off pictures of a phone that looked very much like HTC's Dream, but had the branding obscured. Google's entry into the cell-phone space comes as attention is shifting toward the advertising potential of the mobile market. "We can make more money on mobile than we do on the desktop, eventually," Google chief Executive Eric Schmidt told CNBC recently. The Web titan is already the most-used search engine on mobile devices, according to a new study. And wireless giant Verizon is reportedly close to picking Google to be the default mobile search tool on its network. Dell could get into Smartphone market someday! Dell Chief Executive Michael Dell has admitted that they cannot resist the temptation to get into the Smartphone/PDA market for long. He said: “I think you will see us with small screen devices. You’ll see us with smaller and smaller devices that have capabilities of the devices you are referring to. Not in the near-term.” He was responding to a question related to a possible device from Dell to compete with the Apple iPhone 3G. Three of the four largest ISPs (Internet service providers) in the U.S. said Thursday that they will adopt policies that require them to get meaningful permission from customers before tracking online activities. Representatives of AT&T, Time Warner Cable and Verizon told a U.S. Senate committee that they currently do not engage in behavioral advertising that uses subscribers' Web activities to deliver contextual ads. If the ISPs decide to start behavioral advertising programs, they will give customers a detailed description of the ad program and ask for permission before tracking online activities, the companies said. However, the ISPs also suggested that legislation is not now needed to protect customer privacy online. Despite a flurry of concern in recent months about some ISPs tracking subscriber activities, lawmakers should give ISPs and Web businesses time to develop a set of best practices for behavioral advertising and information collection, said Tom Tauke, Verizon's Executive vice president for public affairs, policy and communications. ... Vodafone Group PLC, the world's biggest mobile phone provider by sales, announced a series of changes to its management and organization on Tuesday, appointing a new chief Executive for Europe and splitting its emerging markets business into two divisions. Vodafone said that Michel Combes, the current chairman and chief Executive of France's TDF Group, will join the company as chief Executive officer, Europe region. Combes will also join the Executive committee when he starts work on Oct. 1. The company added that it will reorganize its Central Europe, Africa and Asia-Pacific region into two divisions, with Central Europe and Africa comprising one division and Asia-Pacific forming the other. Vodafone said it would announce two new regional CEOs in "due course." The company also said that Verizon Wireless, its joint venture with Verizon Communications Inc., will not be part of any operating region and "in light of its financial and strategic importance" will be managed by CEO Vittorio Colao and other senior managers. ...
