Mobile Marketer is reporting that Verizon Wireless has "decided to levy a 3-cent transaction fee for every outbound SMS message sent to its subscriber base". One of the immediate questions is whether the other carriers will follow suit. For some marketers this charge is double or triple what they are currently paying. The article explains that this will affect a variety of service providers, "The rate increase will affect heavy users of legitimate outbound SMS messaging in the entertainment, retail, sports, news, weather, travel, food and political sectors. But it will also affect the mobile service providers they use to send out messages, such as SMS aggregators, providers and agencies." Verizon Wireless says this is the first increase since 2003. B. Raney, Executive director of corporate communications at Verizon Wireless said of the price increase, "Just like any business, we reassess our charges to make sure they align with our costs for providing the service and sometimes it becomes necessary to make adjustments". NYC mobile blogger Dean Collins notes , "Basically Verizon have slammed shut the SMS industry in the USA". My question is will this sms message increase affect Twitter? [JURIST] Telecommunications executives told the US Senate Commerce Committee Thursday that their companies would refrain from using certain surveillance technology without users' permission but stopped short of endorsing legislation to outlaw the practice. The committee hearing to investigate the privacy practices of American Internet service providers (ISPs) focused on deep packet inspection (DPI), a technique of compiling information about users' browsing and online behavior for security and advertising purposes, generally without consent. Among the witnesses testifying was Thomas J. Tauke, Executive vice president for Verizon Communications, who said in his prepared remarks: We can commit – and believe that all companies should commit – to a set of best practices in the area of online behavioral advertising. The principles and best practices should apply to all online companies regardless of their technology or the platform used. ... Verizon believes that before a company captures certain Internet-usage data for targeted or customized advertising purposes, it should obtain meaningful, affirmative consent from consumers. Reader Rob has cc'd us on the Executive Email Carpet Bomb that he launched on Verizon due to the fact that he has been unable to get them to send him a bill. Each month (for the past 3 months) Verizon has been deducting random amounts of money from his checking account, and when he asks them to send him some sort of bill (electronic or paper) they assure him they will — and then they don't. By his calculations, Verizon has overcharged him $117.68 over the last three billing cycles. Rob writes (to Verizon): Mr. Seidenberg, I've been a loyal Verizon FiOS internet customer for more than a year, but am considering canceling my account [redacted] because of ridiculous and unacceptable billing practices. Before I start, I'd like to point out that I don't get a bill for my account - neither paper nor electronic. The money is simply deducted from my bank account each month. During the six to eight phone calls I have made to Verizon over the last several months, I always request some kind of bill, and every time I am told I will receive a bill. I have never gotten one official piece of paperwork from Verizon about FiOS. My current problem started in July, when I moved to a new apartment. I was told my FiOS account would be transferred to the new apartment with zero fees. I was very specific in asking about this and was assured there would be no fees. Verizon and AT&T have jumped head-first into the shallow end of the social networking pool. The companies will charge consumers up to $35 per year to access unpopular social networking sites , a feature they're respectively billing as "SocialLife" and "My Communities." Not part of your social life or your community: Facebook. Verizon will charge $17.88 per year for their service, a bargain compared to AT&T's $35.88 fee. Rob Hyatt, Executive director of premium content for AT&T's wireless division, said a service like "My Communities" would be helpful for novice users who are not as familiar navigating the mobile world as they are online. The new services also give much needed exposure to sites that might otherwise be overlooked, he added. Translation: We're going to overcharge ignorant people to access unpopular social networking services. To us, it's just another sad example of cellphone companies trying to beat cash out of consumers in exchange for half-baked features that kinda resembles what they want, but still manage to entirely miss the mark. We're not sure why anyone would pay to access services like AsiaAve, BlackPlanet and MiGente, Faithbase, or GLEE, when they could access more popular services through their web-enabled phones. Senate Antitrust Subcommittee Chairman Herb Kohl , D-Wis., wrote to executives of the four largest wireless telephone companies on Tuesday asking them to justify sharply rising rates for customers to send and receive text messages. The letter went to Verizon Wireless, AT&T, Sprint and T-Mobile, which collectively serve more than 90 percent of the nation’s cellular phone users. Since 2005, the cost for a consumer to send or receive a text message over each service increased by 100 percent, Kohl said. Text messages were commonly priced at 10 cents per message sent or received in 2005 and as of this month's end, the rate per text will have doubled to 20 cents on all four carriers. Sprint was the first carrier to increase the rate last fall and its rivals have matched the price hike. The change "does not appear to be justified by rising costs in delivering text messages," Kohl wrote. "Text messaging files are very small, as the size of text messages are generally limited to 160 characters per message, and therefore cost carriers very little to transmit." Research In Motion Ltd. is set to launch its first touchscreen device today, the BlackBerry Storm, but while industry observers say the company finally has a marquee device to sell to consumers, it may provide little relief to curtail a free-fall of its stock amid global economic turmoil. Along with the BlackBerry Bold and Pearl Flip devices that predated it, the Storm appears to be the device RIM needs to finally sheds itself of its business image and remake itself into a consumer-orientated cellphone maker, even after watching its shares slide almost 40% since missing second-quarter earnings by one penny on Sept., 25 . “This is about a new chapter for the company entering these major markets. It’s a global story in many ways,” said RBC Capital Markets analyst Mike Abramsky. Here it is folks (although in its US Verizon livery), the Blackberry Storm. Vodafone showed it off yesterday afternoon and put a release date on it for November. RIM is making a point that its touch interface "enables easy and precise typing", following criticism of the difficulty of typing with the iPhone's on-screen keyboard. Unlike the iPhone however, the Storm has a "clickable" touchscreen, which apparently responds much more like a physical keyboard. "The BlackBerry Storm is a revolutionary touchscreen smartphone that meets both the communications and multimedia needs of customers and solves the longstanding problem associated with typing on traditional touch-screens," said Mike Lazaridis, president and co-chief Executive officer at RIM in a statement. "Consumers and business customers alike will appreciate this unique combination of a large and vibrant screen with a truly tactile touch interface." Essentially, the Storm's touch screen actually depresses ever so slightly when pressed. The user feels a gentle click when the screen is released, similar to a key on a keyboard or a button on a mouse. Crunchgear says it's confirmed the phone will be formally announced on September 23rd, and then released for sale in mid-October. Meanwhile, in London, Google showed off pictures of a phone that looked very much like HTC's Dream, but had the branding obscured. Vodafone ( NYSE: VOD ) CEO Vittorio Colao has made his first new changes to the global network operator since the July departure of Arun Sarin. Vodafone has appointed a new chief Executive for Europe and has split its growing emerging markets unit into two divisions, the company said today. Michel Combes, currently chairman and CEO of France's TDF group, the private equity backed French operator of shared facilities and terrestrial networks in Europe, has been tapped to head up the operator's European region and will start October 1. He also joins the Executive committee. The company's emerging markets division, which lumped Central Europe, Africa, and Asia-Pacific (EMAPA) together, will now split Central Europe and Africa into one unit, and Asia-Pacific into another. Three of the four largest ISPs (Internet service providers) in the U.S. said Thursday that they will adopt policies that require them to get meaningful permission from customers before tracking online activities. Representatives of AT&T, Time Warner Cable and Verizon told a U.S. Senate committee that they currently do not engage in behavioral advertising that uses subscribers' Web activities to deliver contextual ads. If the ISPs decide to start behavioral advertising programs, they will give customers a detailed description of the ad program and ask for permission before tracking online activities, the companies said. However, the ISPs also suggested that legislation is not now needed to protect customer privacy online. Despite a flurry of concern in recent months about some ISPs tracking subscriber activities, lawmakers should give ISPs and Web businesses time to develop a set of best practices for behavioral advertising and information collection, said Tom Tauke, Verizon's Executive vice president for public affairs, policy and communications. ...

Vodafone Group PLC, the world's biggest mobile phone provider by sales, announced a series of changes to its management and organization on Tuesday, appointing a new chief Executive for Europe and splitting its emerging markets business into two divisions.
