After seeing more than $300,000 in Unpaid water Bills at the end of every year, Scituate treasurer Jane Lepardo has reason to believe that some residents are choosing not to pay. “Apparently people are using the town as a bank, which we can’t afford to do,” she told selectmen at last week’s meeting. “It’s an issue that I’ve noticed since I’ve come here.” In response, selectmen have enacted a new policy to try to curtail people’s choosing not to pay. Starting this December, when Unpaid Bills are added to the real estate tax Bills, as happens every year, a $25 fee will be added to each account in which the outstanding balance was $100 or more prior to July 31. “There seems to be a pattern, and clearly people are doing exactly what you are suggesting,” Selectman John Danehey said. “I think it’s a fairness issue for everybody else who is paying their Bills, who is not doing this, and frankly we are the ones who are funding the rest of these people who are avoiding it.” The town already charges 10 percent interest on Unpaid Bills, but according to Lepardo, that hasn’t been deterring people from avoiding the fees. Selectmen, as the town’s water commissioners, have the power to enact an extra fine. “So when December comes and we have hundreds of customers not paying their Bills throughout the year, we can put a deterrent in there so they will pay them in a timely manner,” she said. Illinois finished the first three months of its budget year in some of its worst financial shape ever, with a mountain of Unpaid Bills and record delays in payments, Comptroller Dan Hynes says in a new report. Worse, the report said, with the state's economy still faltering, the backlog of Bills and payment delays "will experience an even greater increase by the end of the calendar year and beyond." State tax collections (and consequently how long it takes the state to pay Bills) commonly fluctuate throughout the budget year, which started July 1. However, the report makes it clear that, on a year-to-year basis, things are getting worse, not better. As of Tuesday, the report said, more than $1.8 billion worth of Bills were sitting in the comptroller's office that couldn't be paid because the state didn't have the money. A year ago at this time, Hynes' office had nearly $1.4 billion in Bills waiting to be paid. It's also taking longer to pay those Bills once they reach Hynes' office. The payment delay is 42 working days, "a historical record at this time of year." That counts only the time after Hynes office receives a bill for payment. Often, state agencies hold on to Bills before submitting them to the comptroller's office, which is responsible for writing the checks. Hope Institute in Springfield, which works with children with developmental and other disabilities, is one of the facilities on the receiving end of those delays. ...
