The Boston Globe reports that Kennedy began laying the groundwork while in Massachusetts undergoing treatment for brain cancer. Kennedy's strategy for passing the legislation, which would be introduced shortly after Barack Obama is inaugurated if he wins the November election, would depend on finding common ground among a variety of groups such as political parties, business and labor interests. The strategy is based on the perception that previous attempts to pass major Health Care reform, especially during the Clinton administration, suffered from lack of consensus building. If politics and his Health allow, Kennedy will likely be a central figure in propelling healthcare reform. AARP policy director John Rother has been involved in the process and he told The Boston Globe , "You have got to think this will be the Ted Kennedy Health Reform Act, because he's a beloved figure and he's championed the issue for so long." Obama is also expected to also work with former rival Hillary Clinton on the issue. The Obama campaign recently hired Neera Tanden, who was Senator Clinton's Senate legislative director and campaign policy director. Hoping to fulfill a long-standing personal dream, Congresswoman Debbie Wasserman Schultz introduced a bill in the House today to require Health-Care coverage for all Americans. Wasserman Schultz The ``Healthy Americans Act’’ is supported by some members of both parties and would pay for itself, according to the Congressional Budget Office. The same bill has been introduced in the Senate. This session of Congress is unlikely to agree on any transformation of the Health-Care system amid an election year when partisan politics make sweeping reforms nearly impossible to enact. Nevertheless, the bill provides a rallying point for Wasserman Schultz, a Democrat from Weston, and others intent on covering all Americans. It stands a better chance of clearing Congress next year, particularly if Democrat Barack Obama, who has proposed his own version of Universal coverage, is elected president. Wasserman Schultz unveiled the bill at a press conference with fellow sponsor Jo Ann Emerson, a Republican from Missouri, who called it ``an important starting point in the discussion of a complete and long-term overhaul of the American Health-Care system.’’ The bill would replace the employer-based insurance system with government-regulated plans that consumers would buy on their own. It was the worst of days, it was the best of days. On Wednesday, Senate Democrats capitulated to the Bush administration on wiretapping – with Barack Obama joining the coalition of the craven. Later that day, however, those same Senate Democrats won a huge victory on Medicare. News reports stressed the cinematic quality of the event: Ted Kennedy, who is fighting a brain tumor, made a dramatic appearance on the Senate floor, casting the decisive vote amid cheers from his colleagues. (Only one senator was absent: John McCain.) But the vote was bigger than the theatrics. It was the first major Health Care victory that Democrats have won in a long time. And it was enormously encouraging for advocates of Universal Health Care. Ostensibly, Wednesday's vote was about restoring cuts in Medicare payments to doctors. What it was really about, however, was the fight against creeping privatization. Democrats finally took a stand – and, thanks to Kennedy, seem to have prevailed.
