It can be hard to figure out.   The McCain campaign quietly released their support for the initiative -- which declares marriage as a Union between a man and a woman -- last Thursday. (McCain voted against the federal constitutional same-sex marriage ban.) VIDEO: Across California, gay couples rushed to get marriage licenses and exchange vows for the first time, triggering celebrations, protests and a new cottage industry. NBC's Chris Jansing reports. There was no press release, and the statement appears nowhere on the campaign Web site. Instead, the McCain camp gave a statement to the organization behind the California initiative.   “We sought the Endorsement, and they gave it to us,” said Jeff Flint, the campaign manager for the Protect Marriage Initiative. “We asked if we can put it out, and they said, ‘yes.’” The two-sentence statement reads: “I support the efforts of the people of California to recognize marriage as a unique institution between a man and a woman, just as we did in my home state of Arizona. I do not believe judges should be making these decisions.”   The campaign appears to be saying one thing to conservative groups, and another to the mainstream media. Council member Carol Schwartz (R-At Large), who faces a tough challenge from newcomer Patrick Mara, wiped tears away today when she accepted the Endorsement of four locals of the Service Employees International Union. Schwartz said she was moved by Union leader Jaime Contreras, who called her "an irreplaceable voice" on the council. A nasty battle has developed between Del. Brian J. Moran's (D-Alexandria) staff and Fairfax County police officers and sheriff's deputies over their role in next year's governors race. Last month, the Fairfax Coalition of Police and the Fairfax Deputy Sheriff's Coalition -- both affiliated with AFL-CIO and the International Union of Police Associations (I.U.P.A.) - endorsed Sen. R. Creigh Deeds (D-Bath) instead of Moran in the race for the Democratic nomination for governor. Jesse F. Ferguson, Moran's communications director, responded by writing a terse letter to the two organizations on July 1 questioning the "legitimacy of" their Endorsement. "We believe that endorsements conducted in secret, without transparency, notification or commonly followed procedures should be considered suspect at best," Ferguson wrote on Moran for Governor letterhead. "We strongly question the legitimacy of this decision." ...

The Metropolitan Washington Council AFL-CIO has announced its Endorsement of council members Yvette M. Alexander (D-Ward 7), Marion Barry (D-Ward 8), Muriel Bowser (D-Ward 4), Jack Evans (D-Ward 2) and Carol Schwartz (R-At Large) in their respective races in the Sept. 9 primary. "These leaders, recommended by our COPE Committee, have proven their commitment to worker's issues," said Metro Council President Jos Williams in a press release. "The Council and our affiliates will work to get the Union vote out in the upcoming primaries," Metro Council COPE Coordinator Rick Powell said. Late last week, Republican Presidential candidate John McCain surprised some observers by endorsing an education platform that had been developed by two staunch Democrats -- the Reverend Al Sharpton and New York City Schools Chancellor Joel Klein. This is by far McCain's most savvy campaign move of the past few days. It makes him look active on education issues and puts Obama in a little bit of an unexpected jam during the weeks leading up to the convention. The Endorsement by McCain won praise from Sharpton and Klein -- and derision from more liberal Obama supporters like AFT president-elect Randi Weingarten. That's because Weingarten and other more traditional Democrats have their own education manifesto, emphasizing poverty reduction and health care in addition to classroom issues. The Sharpton/Klein agenda emphasizes accountability and reducing the achievement gap between rich and poor students. McCain's announcement puts Illinois Senator Barack Obama square in the middle -- right where McCain wants him to be. Right where the two competing education agendas put him. Now, if Obama endorses the Sharpton/Klein agenda, he will alienate Union and other supporters who have signed onto one manifesto. If he endorses the more liberal agenda, he will alienate centrist supporters who have signed onto the other. Hillary Clinton, getting back into the mix of New York politics, announced her Endorsement of Councilman Mike McMahon's congressional bid today, touting his "proven record of building bridges, and bringing people together to solve tough problems." "He has never been afraid to make hard choices, and his experience is exactly what we need to help bring change to Congress," Clinton continued in a statement released by the McMahon campaign. Developments (or lack thereof) in the 13th CD: Multiple sources confirm that former Assemblyman Bob Staniere, who has long desired to run for Congress, no longer lives in the district (not a requirement in this case; one must only live in the state) and is on the outs with the GOP powers-that-be on Staten Island, is indeed circulating petitions to run. Frank Morano, a state Independence Party official, confirms his father, Carmine, is circulating petitions in an effort to get both the Indy and GOP lines (he'll need a Wilson Pakula for the latter). As per Jonathan Hicks this morning : Dr. Jamshad Wyne, the Staten Island GOP finance chair who was once fined $5,000 and placed on probation by the state Health Department's Board for Professional Misconduct, says he has collected 2,000 signatures (1,250 is the threshold) and is still going. Also from Hicks: Party officials say the late Frank Powers had collected about 1,500 signatures before he died, which might enable his committee to fill vacancies to name his replacement. Democrats have said they will review the signatures and challenge if warranted. On the Democratic side, AFL-CIO President Denis Hughes today announced an early Endorsement of Councilman Michael McMahon, saying the Union decided to move the vote on him up a month due to his "overwhelming support of the local labor movement" in the 13th CD. A Union for state employees has endorsed Democrat Beverly Perdue for governor. The State Employees Association of North Carolina said Monday its political action committee's Endorsement was approved by the association's board over the weekend. The 55,000-member organization chose Perdue, currently the state's lieutenant governor, over Republican Pat McCrory, Charlotte's mayor. Four years ago, the group picked GOP nominee Patrick Ballantine over incumbent Democratic Gov. Mike Easley. The State Employees Association had been at odds with Easley during his first term. The Union representing 1,400 Broward sheriff's deputies endorsed their boss, Sheriff Al Lamberti, a Republican appointee who is seeking election to a full term in November. Five Democrats are also running for the post; a nominee will be picked by voters in the Aug. 26 primary. Here are details from Staff Writer Brian Haas, who covers police agencies: "He has an open ear to the rank and file," said Dick Brickman, president of the Broward County Police Benevolent Association. Brickman said the Union's board of directors voted unanimously to endorse Lamberti. At a news conference attended by Lamberti, Brickman said last week's passage of a three-year contract with the Sheriff's Office after months of wrangling was a factor in the board's decision. Lamberti said the Endorsement was the most important of his campaign. "The fact that the agency has confidence in me as a leader, obviously, it's the most important to me," Lambert said. Brickman said PBA will financially support Lamberti's campaign and hold fundraisers. The Union approved a contract with the Sheriff's Office last week, with more than 90 percent voting yes. Law enforcement deputies had been working without a contract since October. The vote gives deputies better cost-of-living increases than initially offered by Lamberti, while forcing deputies who live outside of the county to pay fees for take-home vehicles.
