Every evening for the past four months, a tall young man with soulful blue eyes has been stealing hearts across the Middle East, from the Refugee Camps of the Gaza Strip to the gated mansions of Riyadh. But it's not just the striking good looks of Mohannad, hero of the hugely popular Turkish TV soap "Noor," that appeal to female viewers. He's romantic, attentive to his wife, Noor, supportive of her independence and ambitions as a fashion designer - in short, a rare gem for women in conservative, male-dominated surroundings. "Noor" delivers an idealized portrayal of modern married life as equal partnership - clashing with the norms of traditional Middle Eastern societies where elders often have the final word on whom a woman should marry and many are still confined to the role of wife and mother. Some Muslim preachers in the West Bank and Saudi Arabia have taken notice, saying the show is UN-Islamic and urging the faithful to change channels. But all the same, the show may be planting seeds of change. "I told my husband, 'learn from him (Mohannad) how he treats her, how he loves her, how he cares about her," said Heba Hamdan, 24, a housewife visiting the West Bank from Amman, Jordan. So the prosecutor for the International Criminal Court has formally requested an arrest warrant for Sudanese President Omar al-Bashir on charges of genocide, crimes against humanity, and war crimes in Darfur. To no one’s surprise, the Sudanese government has rejected the charges as baseless, but one criticism that’s also coming from some members of the international community is that the ICC’s actions will jeopardize the fragile humanitarian relief effort and security environment in the country. According to one expert quoted by The New York Times , popular demonstrations in support of the court are likely to spring up in Darfur’s Refugee Camps and “explode into violence,” bringing the threat of further bloodshed. This is wildly frustrating, of course. Of course we need to mitigate any threats to the humanitarian relief effort and to the peacekeeping forces, and it’s true the crisis in Darfur has escalated to such a point that there will be negative short-term consequences for any action taken. But to argue that such risks should stay the hand of the ICC at the risk of “breaking the peace” is absurd, mainly because there isn’t any kind of meaningful peace process that’s currently underway. At the least, the court’s arrest warrant could serve as a leverage point for the UN Security Council. NEW INDIVIDUAL ID CARDS FAIRER FOR REFUGEES IN BANGLADESH - UN AGENCY Press Release - UN News Center Jul 23 2008 New individual identification cards will improve conditions for 22,500 refugees in Bangladesh, the United Nations Refugee agency said today. "With these cards, refugees will be able to identify themselves as people legally permitted to reside in Bangladesh if they meet law enforcement officials," Pia Prytz Phiri, country representative for the UN High Commissioner for Refugees (UNHCR) said, stressing that the cards are recognized as valid identity documents by the Government of Bangladesh. The Refugee agency also said that the cards, which will replace the previous "family book" system for refugees, will ensure a fairer distribution of aid for people in the Kutupalong and Nayapara Refugee Camps in the south-east of the country, which are home to Rohingya Muslims who fled Myanmar in 1991. Under the "family book" system all members of one family were registered under the identity and authority of the patriarch, with as many as 45 people being listed under a single name. This system was both unwieldy and open to abuse, according to UNHCR, with books sometimes confiscated by Refugee leaders or sold to outsiders who could use them to access valuable services in Camps. When it is mentioned at all, the war in Afghanistan is presented as a humanitarian, nation-building operation. The reality is that the occupation is itself creating a humanitarian disaster. In the summer of 2007 the International Committee of the Red Cross reported that the situation in Afghanistan was becoming desperate: ?Civilians suffer horribly from mounting threats to their security, such as increasing numbers of roadside bombs and suicide attacks, and regular aerial bombing raids?Thousands of people have fled their homes and are continuing to move in search of safer areas?. The Red Cross report said that the local population was suffering particularly badly in the south where the fighting has been heaviest and where most British troops are based. Afghanistan is now one of the poorest and most underdeveloped countries in the world. It stands at 174 out of the 178 countries on the UN?s world development index. More than one third of children suffer malnutrition. Seven per cent of under-fives die of hunger. Life expectancy is 44, health care is non-existent for the majority of Afghans and the country has one of the highest maternal mortality rates in the world. The authoritative Senlis report says that only two countries in the world have worse child poverty rates and that poverty and fighting have led to the uncontrolled spread of Refugee Camps across the country. David Axe tours the Refugee Camps in Chad and wonders if the EUFOR mission is doing more harm than good in the Darfur/Chad conflicts. Indeed, in Camps like Iridimi, Zaghawas commit one of the most heinous crimes of all -- recruiting children to fight the war in Darfur against the Sudanese government. It's a crime that occurs at night, when the aid workers are bunkered in their compounds outside town. It's a crime that everyone knows happens but few will discuss openly. But aid workers will talk about it off the record, and high-ranking U.N. officials allude to it without naming it explicitly. And it's a crime that some say the E.U. cordon around the U.N. Camps helps make possible. The more secure the Camps are, the better they are as bases and recruiting pools for the Darfuri rebels, according to the Irish soldier. I haven't been on the ground in Chad or Darfur, but his account rings true with everything I have studied on this. The problem is, what else can we do? There are no appealing offers on the table right now. In 2004 or 2005, things might have been easier. But since the AU mission was launched, but underfunded, the rebels have been the largest beneficiaries of the peacekeeping missions to the region. Rather than use this new power to resolve the conflict, they squandered it for short-term gains, which led to further infighting.
