Ohio now allows out-of-state veterans to pay in-state Tuition at public colleges and universities. Gov. Ted Strickland announced the change Tuesday as part of a plan to attract more students to Ohio and keep more of them here once they graduate. He and Board of Regents Chancellor Eric Fingerhut say the in-state Tuition rate combined with the benefits veterans already receive should cover the cost of Tuition at any of Ohio's public institutions. Their spouses and children would have the same benefits as well. Strickland and Fingerhut could not estimate how many veterans will take advantage of the policy. The Tulsa World reports that colleges in Oklahoma are feeling pain from energy costs and will raise Tuition this fall to help make ends meet. “State colleges estimated they will have cost increases of $43 million in the coming year, but they received about the same amount of money from the state as last year,” the reporter, April Marciszewski, writes. Oklahoma State University and other colleges have hired consultants to help find ways to save money on energy. Jeff Stewart, the Oklahoma State University physical-plant director of engineering and utilities, laid out the damage for the World. “The fuel portion of OSU ’s electric bill has been about $680,000 for the first half of 2008, Stewart estimated, and he expects that subcharge to increase about 75 percent this month. The university’s gas bill increased from about $5.2 million for July 2006-May 2007 to $5.6 million for July 2007-May 2008. Stewart thinks the gas bill would have been even higher without the energy conservation program, which OSU reported in April had saved about $1.4 million in five months.” The article notes that colleges in Oklahoma are starting to install geothermal heat pumps—highly efficient technology that uses the constant temperature of the ground to heat and cool buildings. I read your June 28 article regarding “Free Tuition program ends with final degree” in dismay. Ten percent of the students in this program did not graduate from high school, while 40 percent received a high school diploma, and 50 percent graduated from college to the tune of $500,000 per student. How is that a success story? Were these students tracked while attending public schools? A student attending a private school pays on average $10,000 per year, leaving the entire education cost for grades one through 12 at a mere $120,000. Four years of college, on the higher side, averages $150,000 for four years for a total educational cost of $270,000; $35 million could have provided one heck of an education for more than 69 individuals if utilized properly and perhaps with better results. Mr. (George) Weiss and his money could have provided 700 low-income children the ability to attend state college or 250 low-income children to attend the best colleges in the country.
