Monday was one of the worst days in Wall Street history, and it will likely turn into a very bad day for the Connecticut state budget. While the final impact for the state might not be known for months, the start of the impact is immediate for investors with sharply reduced portfolios and for investment bankers facing layoffs. "As far as state revenues are concerned, there's no up side to this,'' said Robert Genuario, Gov. M. Jodi Rell's budget director. "This is something that's going to hurt.'' Estimated payments of the state income Tax - which are often made by the self-employed and by high-rolling investors who make much of their money from capital gains, dividends and interest - were due Monday. As such, the full impact of Monday's collapse will not be seen until the next Deadline of January 15, which Genuario described as "a critical date.'' While Genuario declined to make any predictions on the size of the impact, the amount is clearly millions of dollars. Rather than simply a one-two punch, Genuario said that Monday's drop of 504 points in the Dow Jones Industrials Average, the bankruptcy Filing of once-powerful Lehman Brothers, and the corporate takeover of Merrill Lynch could go even further. Taxpayers and Tax preparers in areas affected by Hurricane Ike will get an extra week to file returns and make payments due Sept. 15, the Internal Revenue Service said Friday. The Tax agency said those directly impacted by the storm will have until midnight, Sept. 22, to file corporate Tax returns and third-quarter estimated taxes normally due on Sept. 15. The IRS said the Deadline will likely be extended again following damage assessments by the Federal Emergency Management Agency. More than 6,000 Eastern Connecticut residents have not filed yet to receive their economic stimulus rebate from the Internal Revenue Service, and state and local officials want to make sure people do it before the Oct. 15 Deadline. Speaking to the Southeastern Connecticut Council of Governments Wednesday morning, Ellen Paul, from the office of U.S. Rep. Joe Courtney, D-2nd District, said they want to help. “Many of those who have not filed are senior citizens or disabled veterans,” Paul said. The checks would run between $300 and $600 for individuals, or up to $1, 200 for married couples, with an additional $300 per dependent child. The only way to claim the rebate is to file a 2007 income Tax return, though Catherine Russi, director of the Colchester Senior Center, said many seniors do not ordinarily file a return. “Many people need assistance Filing or are just not used to Filing,” she said. Beverly Goulet, director of Human Services for Norwich, said northeastern Connecticut ranks seventh in the country in terms of regions with the highest percentage of senior citizens. “And Norwich alone has close to 20 percent,” Goulet said. “It’s a challenge.” Flo Champagne of Norwich said she filed long ago, but encourages those who have not to do so. “I live in elderly housing here in Taftville,” she said. “We had a social worker who didn’t fill it out for us, but showed us what to do. More than 7,000 DuPage County residents eligible for economic stimulus checks from $300 to $1,200 still have time to file Tax returns to claim them, but the Deadline is approaching. According a release Tuesday from the United Way of the DuPage Area, the Internal Revenue Service released data last month that shows more than $2.2 million in stimulus payments remain unclaimed by 7,367 residents in DuPage County – specifically, those residents who do not normally file federal income Tax returns because their income is low. Those residents include senior citizens, people with disabilities, veterans, Social Security recipients, retired railroad workers and low-income workers who earned at least $3,000 in 2007, the release said. The Deadline for Filing taxes to receive the stimulus payment is Oct. 15. Those eligible to receive a stimulus payment include individuals who make at least $3,000 in qualifying income. Qualifying income includes earned income, such as wages and net self-employment income, as well as Social Security or certain railroad retirement benefits. Veterans' disability compensation, pension and survivors' benefits received from the Department of Veterans Affairs in 2007 also qualify.
