ST. PETERSBURG -- The mud-covered Toyota Rav 4 that belonged to Tampa's Jason Downey has been recovered from Tampa Bay. Downey, 31, disappeared Sept. 19 and his body was found two days later at the edge of the water in St. Petersburg. He was last seen alive at Georgie's Alibi in St. Petersburg. The Florida Highway Patrol theorizes that Downey's SUV must have rear-ended a Chevy Suburban on the Howard Frankland Bridge, then skidded and cleared a hip-high concrete wall. The Rav 4 was pulled from the bay between the 33- and 34-mile markers, on the St. Petersburg side of the hump. Michael Bell, 49, of Lakeland, told FHP investigators that he felt something hit his Suburban in the early-morning hours of Sept. 19, but he continued to drive home. The FHP, which is continuing to investigate Bell's role, said the Suburban had minor damage. Authorities also are awaiting toxicology results on Downey.- Rebecca Catalanello, Times staff writer ... Tampa -- A 34-year-old Tampa Man was arrested Thursday afternoon after police said he engaged in consensual sex with a 17-year-old runaway who is now six months pregnant with his child. Police said Ramiro Perez-Garcia, 1250 Skipper Road No. 316, had been sexually involved with the girl, a ward of the state, since May, according to an arrest affidavit. Perez-Garcia was charged with two counts of felonious sexual activity with a minor and two counts of interference with a child in custody. Tampa -- When 38-year-old Randall Izquierdo-Cardenas handed over $140,000 in fake money, to undercover detectives, Sheriff's Office deputies said he intended to get a kilogram of cocaine. Instead, he got a trip to jail. Izquierdo-Cardenas of 6420 Coolidge Ave. (pictured) was arrested during a drug deal with undercover cops at a north Tampa Wal-Mart, 8220 N Dale Mabry Highway, Thursday afternoon, according to an arrest affidavit. When officers searched his home, they found equipment used to print the counterfeit cash. Undercover officers met with Izquierdo-Cardenas twice before. The first time, Sept. 22, he exchanged $2,790 in counterfeit cash for $200 in real money, an affidavit states. On Sept. 29, he sold the officers $1,180 in fake bills for $100 in real ones. He was charged with three counts of possessing counterfeit money, one count of making counterfeit money and one count of cocaine possession. VALRICO -- A Man was shot in head Saturday afternoon following an argument with a drug dealer, deputies said. Troy Absher, 36, of Tampa went with his girlfriend to buy drugs from Nathan McReynolds, 32, at his home at 507 Murcott Place, according to a Hillsborough County Sheriff's Office release. When they arrived, McReynolds and Absher spoke to each other while sitting in their own cars and the conversation escalated until McReynolds got out of his teal green GMC Conversion Van, walked over to Absher's window and shot him in the head, the release stated. McReynolds drove away in the GMC. Absher was taken to Tampa General Hospital, where he is undergoing surgery.
