The Senate on Wednesday passed legislation to modernize the nation's computer crime laws and give prosecutors more leeway in pursuing cyber crooks. Under current federal cyber-crime laws prosecutors must show that the illegal activity caused at least $5,000 in damages before they can bring charges for unauthorized access to a computer. Under the bill approved today, that threshold would be eliminated. Instead, the legislation would make it a felony to install spyware or keystroke-monitoring programs on 10 or more computers regardless of the amount of damage caused. This change is important because most of today's cyber criminals break into thousands of computers at a time, but seldom inflict $5,000 worth of damages on any one individual. Moreover, while most commit their crimes by tunneling their connections through hacked computers, the crooks may never damage the PCs they are using as a proxy or try to steal personal and financial data ... Georgia's two major U.S. Senate candidates wasted little time Wednesday preparing the battlefield for their four-month duel that ends with the November general election. Incumbent Republican U.S. Sen. Saxby Chambliss, 64, painted former state lawmaker Jim Martin as a liberal Democrat backed by back-room liberals in Washington. "He's a [U.S. Sen.] Chuck Schumer [D-N.Y.] hand-picked guy," Chambliss told reporters at a morning press conference, just hours after voters picked Martin over DeKalb County CEO Vernon Jones as the Democratic Party nominee. "And there's no more liberal member of the U.S. Senate than Chuck Schumer." ... Source: www.indystar.com --- 11 hours ago

In a new statewide ad, Senate candidate Bruce Lunsford (D-KY) calls Sen. Mitch McConnell "master of the system" that "gets Senators indicted." "Here's how it works in Washington. The politicians get millions in campaign cash. The special interests get what they want. And we get the short end of the stick. Mitch McConnell is the master of this system. It's how Big Oil gets billions in tax breaks, and we get $4 a gallon gas. It's how Wall Street gets bailed out, and people lose their homes. It's how senators get indicted, and Mitch McConnell says nothing. If you're tired of this system, I say it's time for a change. I'm Bruce Lunsford and I approve this message." How do different antidepressants stack up? Blood-pressure meds? Diabetes drugs? Do we know? Well, Sen. Max Baucus says he aims to find out: He's introduced a bill that would create an institute for comparative-effectiveness research. The not-for-profit would operate separately from the government, but would include reps from Health and Human Services, National Institutes of Health, and the Agency for Healthcare Research and Quality--plus drug and device makers, patients, and doctors. The institute would be funded by public and private payers--a.k.a. Medicare and insurance companies. “Doctors and patients need reliable, unbiased information about the effectiveness of treatments to determine the best care possible," Baucus said in a statment, "but right now that data is scarce and unorganized." Not everyone is sold on the comparative effectiveness idea. Some fear that it would end up going the way of the U.K.'s National Institute for Health and Clinical Excellence--which, though well respected, does get into hot water from time to time for rejecting treatments based on cost.
