The federal government, having failed to support Salmon to the point that California's Fishing Season was shut down altogether , may now yank support from fisherfolk. The Office of Management and Budget is requesting that the $170 million put aside as disaster funding for the West Coast Salmon industry be reduced to $100 million to offset the increased cost of the 2010 census. (The Census Bureau had planned to use handheld computers to conduct its 2010 count, but a Florida-based contractor had cost overruns; the bureau will stick with a paper-based census, and taxpayers are stuck with the bill.) West Coast congressfolk on both sides of the aisle criticized the proposal to yank Salmon funding as a solution. "The Fishing community of Oregon is already suffering because of the flawed Bush policies in the Sacramento River basin," wrote Rep. Peter DeFazio (D-Ore.). "They should not have to suffer again because the president has hired people in Florida who can't count. The dams and aqueducts that shuttle water from California's Sacramento River Delta to the rest of the state will "appreciably increase jeopardy" to Salmon and steelhead in the coming months, U.S. District Judge Oliver Wanger said Friday. But while Wanger agreed with environmentalists that "the three salmonid species are not viable and are all in jeopardy of extinction," he declined to order a short-term remedy. The National Marine Fisheries Service, in response to a successful lawsuit from the green groups, will by March come up with operational changes to California's water-export system that will hopefully be less harmful to fish. In the meantime, greens had asked that Wanger order an immediate cutback in agricultural water diversion, but he demurred. Extended Fishing report for May 26: NORTH COAST RIVERS Most of the coastal rivers are closed now, and low flow closures come into effect when the flows drop to a certain level. Coastal rivers not listed here fall under those categories. ROGUE RIVER " Spring Chinook are still trickling into the lower river at places like Elephant Rock, John's Hole, the Birthday Hole, Claybanks, Lobster Creek and Agness, but it's been slow overall. Upriver, the counts over Gold Ray Dam have not been impressive, pointing to yet another lackluster Season at the top of the Rogue as well. RUSSIAN RIVER " The mouth of the river opened up just in time for the holiday weekend and that brought a few fresh pods of shad into the system. Anglers Fishing in the mornings at Johnson's and Monte Rio found up to 10 fish per rod on the best days. Not hot action, but certainly better than it has been. I doubt that we're in prime Fishing Season yet on the Little Salmon, but the way this crazy spring has been going, it's a roll of the dice. The Salmon are returning to the hatchery, and anglers had caught 50 fish through last weekend. Not exactly rocking, but if you know your Salmon, you know they go from a trickle to a wave in a short amount of time. I think there's going to be a solid enough run that we will get at least a couple weeks of good Fishing. But when that Fishing will start is anyone's guess, and it's better to be there seeing for yourself than hearing about it later. If you're waiting for the fish to arrive, your wait is over. They're arriving, and numbers should start zooming up soon. Be prepared for high water; and if the chinook start hitting, expect crowds. Riggins has cell phone service now, so word is going to travel fast. So you have to ask yourself, do I want to be the one waiting for the phone call that Fishing turned hot, or the one making it? ...

I was appalled and shocked to read that President Bush is proposing to take $70 million from the $180 million Salmon disaster relief funds included in the farm bill to pay for the census. My family is supported by commercial Fishing, and following a poor dungeness crab Season, fisherman along the West Coast are really hurting financially. Many captains can’t afford to make their boat payments, let alone their mortgages and skyrocketing fuel prices . Taking money from Salmon fisherman equates to taking money from food stamps programs to fund the census. People’s livelihoods are at stake, and West Coast representatives and governors are reeling at Bush’s suggestion. Why do we need more money for the census? The money is needed because of a failed contract with the Harris Corporation for the 2010 counts. The Census Bureau had planned to use handheld computers, but the Florida-based contractor went over budget. Now, we have to return to a paper-based census, which will cost taxpayers more money. Instead of trying to take money from fisherman to pay for a failed contract, shouldn’t we reevaluate the census itself? Is it really necessary to complete this population count every ten years? Could we modify the count to every 15 or 20 years? West Coast governors and congress men/women are upset at Bush’s proposal. California's Salmon are teetering on the edge of extinction and its Salmon Fishing industry is facing economic devastation. For the first time ever, the state has closed its Salmon Season — marking another chapter in the tug of war between water for the environment and water for agriculture and cities. Our new report says that providing a more reliable water supply for the San Francisco Bay Delta Estuary could save the fish —and help ensure adequate water for farms and cities, too. The Season to take both soft-shell turtles and snapping turtles statewide will open on July 15 and close on Sept. 15, the Michigan Department of Resources said Wednesday in its weekly Fishing report. Be sure to check the Michigan Fishing Guide for new minimum size limits and possession limits. SOUTHEAST LOWER PENINSULA Lake Erie: Water levels were up and muddy so Fishing on the big lake has been tough. A few walleye were caught in 27 to 29 feet of water near Stony Point and the Fermi Plant.Boat anglers reported one or two fish per trip. Catch rates were better near the Banana Dike when using Hot-n-Tots. Freshwater drum have been caught. Huron River: Is fishable and anglers are catching bass and catfish in the pond between the two dams. Detroit River: Some walleye are still being caught in the lower river. Those Fishing the Trenton channel are taking perch and bass. Lexington: Some nice perch have been caught in 10 to 15 feet of water. Port Sanilac: Perch Fishing around the weedbeds has been fair with most reporting about a dozen fish per boat. The fish are in 20 feet of water and are good-sized. Harbor Beach: Not a lot of Fishing pressure here, but trout and Salmon have been caught in 80 to 100 feet of water. Smallmouth bass are still hitting in the harbor.
