State representatives Patrick M. Natale (D-Woburn) and Paul C. Casey (D-Winchester) announce that for the fifth consecutive year, the House voted overwhelmingly today to give consumers a two-day Sales Tax break and provide a shot-in-the-arm to retailers and the economy. The bill designates Aug. 16 and 17 as the summer Sales Tax Holiday weekend, exempting single item purchases of $2,500 or less from the state’s 5 percent Sales Tax. The Department of Revenue estimates, over the last two years Sales Tax holidays have increased overall economic activity by $3.2 million. “Creating an incentive for consumers to shop during a traditionally slow Sales period is good for business and our economy. This legislation is a win-win for buyers and sellers alike. A summer Sales Tax reprieve will boost Sales for retailers and deliver discounts to consumers,” said Rep. Patrick M. Natale. “After previously declaring the Sales Tax Holiday dead for this year, we are pleased that Speaker DiMasi decided ultimately to go ahead with what has amounted to a yearly tradition in this state,” said Rep. After four years of giving shoppers a break and retailers a lift, the Legislature came close to giving the annual Sales Tax Holiday the Summer off because of internal pressure claiming that the economy is in too rough shape for the state to afford it. Fortunately, the legislative leadership reversed course and passed the Sales Tax legislation and sent it to the governor for his signature. Whenever there is a debate over any kind of Tax break there is also a discussion about how much it will cost the state. That is, how much less the Legislature will have to retain in its coffers, versus how much money will be left in the taxpayers’ pockets. Some of my colleagues believe that the state cannot afford to let taxpayers keep one weekend's worth of Sales Tax because it results in the state losing revenue. I quickly remind them that there's never any consideration of whether citizens can afford to pay the Sales Tax the other 364 days of the year, or the gas Tax, or their income Tax, or the high price of housing energy and food. The list goes on and on. I have fought hard in the Senate to not only pass another Sales Tax Holiday this August, but to make the Tax Holiday permanent. This two-day break from state Sales Tax is a significant new direction for Massachusetts to help stimulate economic activity and give consumers a much needed break.
