Instead, maybe it's healthcare (what a shocker, huh?) A summary from CNN Money : SOCIAL SECURITY is actually a relatively small and fixable piece of the entitlement puzzle. Medicare for the old and Medicaid for the poor are the programs that really threaten to swallow up the budget. The federal deficit, not counting interest payments, could eat up 9% of GDP by 2050 if business continues as usual. According to Brookings Institution economist Henry Aaron, the two big federal health programs account for nearly all of the gap. The main problem is not the demographic bulge of baby boomers, says Aaron. It's that health-care costs overall, for private payers as well as in Medicare, are growing about 2.5 percentage points faster than the economy every year. New drugs, procedures and technologies keep upping the ante, even when we aren't sure if they work better than what came before. If we could get a grip on runaway cost growth throughout the system - not just for old folks - we'd solve much of the budget problem. And we could even afford to cover everybody. Marketplace had a segment this morning noting that a group of actuaries wants to raise the retirement age for SOCIAL SECURITY. It noted that the program is running a $200 billion surplus now, but that it will have a deficit in just 7 years due to retiring baby boomers. This is not true. The $200 billion surplus refers to total revenues, both taxes and interest on the government bonds held by the program. The program is projected to continue to have an annual surplus until the middle of the 20s. It will not fully draw down its bond holdings until 2046, according to the latest projections from the Congressional Budget Office. It is understandable that a group of actuaries might want to raise the retirement age because of the possibility of a SOCIAL SECURITY shortfall almost 40 years in the future, but Marketplace should not misrepresent the facts to help advance their case. --Dean Baker ... September 2 - Libertarian presidential candidate Bob Barr has an op-ed in the Washington Times, today, expressing his frustration at "the refusal of Sens. John McCain and Barack Obama to adequately confront SOCIAL SECURITY's looming fiscal crunch." Congressman Barr proposes his own plan to replace the current SOCIAL SECURITY system with private accounts, and fund the transition by reducing benefits, increasing the retirement age, cutting other government spending, and borrowing in the short-term, if necessary. As Barr explains: "The United States faces a demography driven crisis of entitlement spending. Medicare is in the worst shape, but SOCIAL SECURITY alone has $15.8 trillion in unfunded liabilities. The natural temptation is to do nothing, but the longer we wait, the bigger will be the shortfall and the more difficult it will be to reform the system... I have brought this up in the past, but it is time to re-visit this lunacy! When SOCIAL SECURITY was created in the 1930s, intelligent observers said it would fail. Its first recipient, Ida Fuller, contributed less than $25. After 35 years of retirement, Fuller died, having pocketed nearly $25,000. Not a bad return. At the program’s inception, numerous workers paid into the program compared to the number of people receiving benefits. That’s the situation no longer. With baby boomers retiring soon and the so-called trust fund filled with IOUs, the SOCIAL SECURITY system is headed for disaster. Now President Bush wants to add a few million people to the rolls of SOCIAL SECURITY. Adding more Americans would be bad enough. But Presidente Arbusto wants to bring Mexican citizens onto its rolls, most of them now illegal aliens. The president’s position is hardly surprising, given his amnesty plan for illegals and the not-so-secret blueprint for melding the United States, Mexico, and Canada into a North American Union that would erase American citizenship and sovereignty. But perhaps the effrontery of the idea, which slaps the face of every real American who involuntarily contributes to SOCIAL SECURITY, will sink this ship before it sails.
