Krystal Hernandez was holding her ailing teacup poodle, Missy, while her boyfriend, Michael Gonzalez, raced south on Interstate 35, allegedly hitting 95 mph, toward a 24-hour veterinary clinic in New Braunfels. After their car was pulled over sometime after midnight, the couple said they were kept waiting for 20 minutes by Officer Paul Stephens before he issued the ticket, despite their desperate pleas. Police Chief Howard Williams said an internal investigation was begun after Gonzalez complained. "This was not our finest hour," Williams said. "It was not handled right by our officer, but whether there was a violation of our policy that is subject to punishment, I don't know." He said the officer has been "counseled" by supervisors. Hernandez said the incident began when she and Gonzalez returned home after midnight from visiting a friend in SAN Antonio and fed Missy. Due to low system water pressure and water outages resulting from a main break occurring Wednesday, August 13, 2008 in the SAN MARCOS water system the Texas Commission on Environmental Quality has required the system to notify affected customers to boil their water prior to consumption. To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking and ice making should be boiled and cooled prior to consumption. The water should be brought to a vigorous rolling boil and then boiled for two minutes. In lieu of boiling you may purchase bottled water or obtain water from some other suitable source. Boiling water will be advised as of Wednesday, August 13, 2008 at 5 p.m. Water samples will be taken Thursday morning, August 14, 2008. We anticipate receiving test results showing that water is safe to drink by 12 noon, Friday, August 15, 2008. At that time, boiling will no longer be necessary unless a Boil Water Notice Extension is posted. A Boil Water Notice does not necessarily mean that your water is contaminated, only that there is a possibility of contamination due to lack of pressure in the main lines for an extended period. The City of SAN MARCOS has issued the following news release: The City of SAN MARCOS has lifted a boil water notice put into effect Wednesday night through noon Friday after a major water main break interrupted water service to about a quarter of the community. Lab tests of water samples in the affected area of the water system came back clear. SAN MARCOS water utility crews continue repairs on a 12-inch water main located near Willow Creek and the east frontage road of I-35. Residents in the southeastern quadrant of SAN MARCOS lost water or experienced reduced pressure when the break occurred about 4:30 p.m. Wednesday.
