From NBC's Jim Miklaszewski U.S. officials tell NBC News that between 8 a.m. and 10 a.m. ET today, there was a movement of Russian Forces from Ossetia toward the vicinity of Gori, but no indication of any engagement with Georgian military or civilians. "We were trying to figure out what they [Russians] were up to, and still havent," one official said. The officials could not immediately confirm reports the Russians had turned back north to Ossetia. At this hour, the officials see no evidence of any Russian offensive operations anywhere inside Georgia. As of early this morning, U.S. military and intelligence officials reported that Russian forces had withdrawn back into Ossetia, there were no Russians in the vicinity of Gori and no Russian warplanes engaged in any bombing strikes. "That was right early this morning," an official said, "but later that all changed."  Humanitarian aid A U.S. Air Force C-17 loaded with humanitarian aid is on its way, and, in fact, may already have landed at Tsblisi today. Russian outsize freight carrier Volga-Dnepr has detailed its proposed modified version of the Antonov An-124, which would have a taller fuselage to accommodate a greater range of industrial payloads. The first United Nations flight carrying humanitarian aid since fighting broke out in South Ossetia on Thursday arrived in Tiblisi, Georgia today. From the UN News Center: The Boeing 707 Cargo Plane, chartered by the UN High Commissioner for Refugees (UNHCR), is the first UN humanitarian flight to reach the country since heavy fighting erupted last Thursday between Georgian and South Ossetian forces, leading to a large number of casualties and the displacement of thousands. Russian forces have since become involved in South Ossetia, and in Abkhazia in the northwest. The flight brought 34 tonnes of tents, jerry cans, blankets and kitchen sets from UNHCR's central emergency stockpile in Dubai. A second UNHCR flight is scheduled tomorrow from Copenhagen, another of its central logistical hubs. "The two flights will provide more than 70 tonnes of aid supplies for up to 30,000 people and will augment other relief items already distributed by UNHCR from its warehouses in Georgia," the agency's spokesperson, Ron Redmond told reporters in Geneva. According to the latest figures provided by Georgia and Russia, the total number of people uprooted in the conflict is approaching 100,000, UNHCR said. "An Il-76 Cargo aircraft landed in Havana at 11:30 a.m. Moscow time [7:30 a.m. GMT]. The first Plane landed an hour earlier," the spokesperson said. President Dmitry Medvedev ordered the emergencies service to send four aircraft to Cuba to deliver tents for 5,000 people, construction materials, and food in the wake of Hurricane Gustav. "The third and fourth planes are to be loaded today. The total weight of the humanitarian aid is 60 metric tons," the spokesperson said, adding that the planes were to leave on Friday. On Saturday, Hurricane Gustav swept through Cuba with winds reaching 300 km p/h (186 mph) as it hit the Isla de la Juventud, to the south of the Cuban mainland. The storm later swept through the province of Pinar del Rio on the country's western tip, damaging around 86,000 houses and leaving much of the region without power. No hurricane-related fatalities have been reported in Cuba, although Gustav took some 90 lives in other Caribbean islands including Haiti, Jamaica, and the Dominican Republic. President Bush today ordered a U.S. military Cargo Plane to deliver food and medicine to battle-ravaged Georgia. It’s a good way to put pro-democracy Americans between the Russian invaders and the democratic Georgians. “We expect Russia to honor its commitment to let in all forms of humanitarian assistance,” Bush said.If Russian Prime Minister Putin is serious about his intentions only to protect ethnic (and passport-holding) Russians living in Ossetia and Abkhazia, then U.S. troops carrying in food and medicine to the rest of Georgia shouldn’t matter. If Putin was intent on conquering all of Georgia, the U.S. troops should discourage him. Russians in check. Sending U.S. and European leaders to Georgia is a good move, too. Secretary of State Condoleezza Rice is on her way. Other democratic leaders have been there, and more are going. It would be a huge risk for the Russians to bomb Tbilisi if world leaders are sitting under the bombs. I also liked a point made by Rice today when a reporter asked her about Russian leaders’ threats they might stop helping the U.S. on matters like Iran. Rice said it was odd the Russians thought they were “doing the U.S. a favor” by opposing Iran’s illegal nuclear program. Just spent most of today covering Sudan's fourth fatal air disaster in two months. It was also Sudan's second Cargo plain crash in fours days. And it was the second time passengers have died in a fireball at the end of our road at Khartoum airport in three weeks. If Sudan's air safety record wasn't so dismal, now would be the time to start forming conspiracy theories. But no one seems to be suggesting there was anything sinister behind today's accident. An Ilyushin Il-76 Cargo Plane carrying at last four people, all thought to be Russian, crashed seconds after taking off from Khartoum's city centre airport. One man I spoke to was driving up the runway in an airport bus as the Plane took off at 7am local time. He said the left wing of the Plane never lifted. Another eye-witness said it was an example of a wing stalling – something to do with a sudden change in air flow around the wing. The Plane barely made it 50ft into the air before it suddenly veered to the left and came down in a "fireball". At the scene, you didn't have to be an air crash investigator to work out what happened next. There was a big black mark on the grass one side of a dual carriageway. There was then a clear trail of smashed concrete and aircraft parts diagonally across both lanes. Speaking at 11am (EDT) in the Rose Garden, President Bush said he was skeptical that Moscow was honouring a cease fire - the US was concerned about reports of continuing Russian military actions in Georgia. Russia must cease all military activity, and bring the military conflict to an end. He said that the United States expects all Russian forces to withdraw from Georgia and that Moscow must honour the truce after its destructive attacks against Georgia. Do those fun-loving Russians ever learn? As we have previously reported, the Castro brothers owe Moscow an estimated USD26 billion in debts incurred back in the days before the Soviet Union collapsed, along with its various Communist satellites. In fact, o nly last week, the Moscow-based International Investment Bank was given the legal go-ahead to try and recover at least some of the money owed by Havana, although even officials at the bank admitted that the likelihood of success was, well, remote. We now learn that another State-owned bank in Russia, the Development Bank (Vneshekonombank), has agreed to loan a subsidiary of the Cuban national airline no less than USD44.5 million so they can buy a Russian Cargo Plane. According to media reports , the State-owned airline has promised to repay the loan in 12 years. Seriously. Of course, Havana has also promised to repay earlier loans that have resulted in the purchase of six Russian civil aircraft over the past three years, including a IL-96 VIP Plane that was specially fitted out for the personal use of Fidel Castro and his entourage.
