Joseph Biden, who's been regularly claiming he's not "the guy" who will be Barack Obama's vice presidential selection, was busy in July paying down the debt from his own unsuccessful Democratic presidential campaign. Using federal matching funds, Biden slashed his debt to $173,999 from $1.15 million the previous month, according to Federal Election Commission records filed Wednesday. Biden spent $13.8 million on his candidacy and dropped out of the race after a poor showing in Iowa. Biden’s July expenses included giving refunds of $2,300 to the man known as Mississippi's best-known attorney, Richard “Dickie” Scruggs, and Scruggs’ son, Zach Scruggs. Scruggs, a longtime major donor to Democrats nationally and the brother-in-law of Republican Trent Lott, gained fame and wealth by suing asbestos manufacturers and tobacco companies. His fortunes turned downward in March when he pleaded guilty to conspiring to bribe a judge who handled a suit over how to divide $26.5 million in legal fees from an $89-million settlement over Hurricane Katrina claims. He reported to prison earlier this summer to begin a five-year sentence. Son Zach Scruggs, also a lawyer, admitted knowing about the felony and not reporting it. He’s serving 14 months in prison. Former Republican front-runner Rudy Giuliani also paid down his debt -- but not nearly as much. He read yesterday's post about his effort to put Mike Bloomberg and Ron Paul on the Virginia ballot and walked up to reason world HQ (located somewhere between Mount Rushmore and the Atlantic Ocean) to chat about his plans. I've boiled our free-form talk into this Q&A. reason: Why did you decide on these two candidates? Campbell: Ron Paul could have had the nomination of all three of the "major minor" parties if he'd wanted them. I know that from talking to David Cobb and Pat LaMarche of the Greens, I put calls in to Bill Redpath [of the Libertarian Party], and I talked to people in the Constitution Party. He could have been the candidate. But he only had $35 million—well, $4 million now. And that wasn't enough. You'd need $500 million to make a go at this, and who has $500 million to spend? Hmmmmm. It all comes together. reason: But you've thought of Bloomberg for a long time. Campbell: I set up a draft organization and approached the mayor about this in 2005. I took off work today to go see Ron Paul speak at a rally after the Republican debate in Simi Valley. Simi Valley is just beyond the San Fernando Valley and it looked really close on a map, but it took me 5 hours on a bus to get there, and then about an hour of walking, but it was worth it. The crowd was so energetic and Dr. Paul gave such a great speech. It made me proud to be an American and support such a great man. I even got to shake his hand and thank him for the work he was doing. They stopped allowing people to take pictures right before I got to him, but I was able to grab his wife and take a quick picture with her on the way out. VOTE FOR Ron Paul! ...

Ron Paul endorses Alaska Congressman Don Young (R., Bridge To Nowhere): Former Republican presidential contender Ron Paul has endorsed Don Young in his bid to win an 18th term in the U.S. House of Representatives. Paul, the 72-year-old congressman from Texas whose maverick presidential bid drew wide support in Alaska, sent out a letter to his supporters here urging them to vote for Young. “Don and I have served together in Congress for many years, and I consider him a friend,” Paul wrote in the letter. “Don has been an outspoken voice against environmental extremists over the years and has strongly opposed the types of federal regulatory overreach advocated in the name of environmentalism.” Paul and Young are a bit of an odd couple. Paul is a fiscal conservative; Young believes in earmarking federal dollars for Alaska wherever possible. Paul opposes the Iraq war; Young supports it. And Young is being opposed by a guy who sounds a heck of a lot better than the King of Pork. But, then again, Congressman Paul hasn’t really acted like he thought earmarks were a bad idea either. Freedom Democrats isn’t pleased about this at all: Ron Paul is very quickly burning any and all credibility he has as a figurehead of the small government movement within the Republican Party.
