House approves bill to work on ‘green infrastructure’ The House of Representatives approved a $1.6 billion environmental bond bill to preserve and improve the commonwealth’s “green infrastructure” through targeted investments in open spaces, parks, beaches, and recreation facilities across Massachusetts. The bill provides more than $600 million in borrowing authority for infrastructure and park assets, $250 million for design and construction of DCR-maintained bridges, and more than $350 million for land conservation. In addition to general authorizations, the bond bill includes funding for cities and towns to repair water infrastructure, acquire more open space, and maintain existing park properties. Child protection bill with governor Legislation pertaining to the abuse and neglect of children, which is intended to strengthen the commonwealth’s oversight of children under the charge of the state, was enacted by the Senate and the House of Representatives and has been sent to the governor for his signature. This legislation, which was filed by State Sen. Karen Spilka, provides a comprehensive, interagency agenda to address child abuse, neglect and foster care in the Commonwealth, reforms the State’s child welfare laws and changes the name of the Department of Social Services to the Department of Children and Families. Recently, State Sen. Scott Brown, R-Wrentham, spearheaded the unanimous passing of “Haleigh’s Amendment” though the Senate, prohibit a person from being appointed as a child’s guardian or medical proxy if the person has been charged with assault and battery that resulted in serious bodily injury to the child or neglect. The tragedy of the case surrounding 11-year-old Haleigh Poutre in Westfield in 2005 was the foundation for the enactment of this legislation. Haleigh had been hospitalized as the result of alleged abuse at the hands of her adoptive stepfather who had burned and beaten her into a coma with a baseball bat while on life support, Haleigh’s stepfather attempted to obtain guardianship of her even though he was suspected of the abuse. Ciommo files order to help residents save on home energy costs On Wednesday July 9, Councilor Mark Ciommo of Allston-Brighton filed his first order with the Boston City Council. The order calls for a hearing to discuss how the city can more actively inform residents about free energy audit programs that are conducted by Boson’s energy providers. “During these energy audits, energy efficiency experts from NSTAR or National Grid visit your home and run an inspection of your energy use. They test airflow near doors and windows, go through your energy bills to look for inefficiencies and provide helpful energy saving and money savings tips” Ciommo said. “It’s a great way to save money and the environment.” Participants in the program save an average of $600 a year on their energy bills and reduce their household carbon footprint by 1,600 pounds a year. Despite these benefits, fewer than 1 percent of eligible residents currently participate in the program. “If the participation rate is raised to just 5 percent of eligible customers per year, we will reduce the city’s carbon foot print by 13,360,000 pounds annually” said Ciommo, “I want to see the city take a more proactive role in informing residents about the impact that energy audits can have on their wallets and the environment.” Ciommo secures funds for capital improvements Boston City Councilor Mark Ciommo recently voted to approve the 2009 budget for the city of Boston.
