It sounds like a scene from the movie Brazil , but in fact it's the law. Let's rewind a bit. The introduction is a bit technical, but I'll try to keep it short. There is a legal filing known as a habeas Petition and another known as a Petition for review . There are rules regarding what each one covers and the deadlines for filing them. Prior to 2005, there was no deadline for habeas petitions, but you had to file your Petition for review within 30 days of whatever it was the government did that you wanted to object to. In 2005, Congress passed (and the President signed) a law which recategorizes what the two types of filings covered, and many claims that had fallen under the habeas Petition have been reclassified as requiring a Petition for review instead. This change in the rules creates a gap in coverage because Congress forgot to include a grandfather clause (or, for computer geeks, a "smooth migration plan"): What if, at the time the new law took effect, the thing you want to complain about was reclassified as requiring a Petition for review, but it took place more than 30 days ago? You wake up one morning and somebody tells you, "Hey, there's a new law today. You just lost your right to respond." What you do, then, is file a lawsuit challenging the new rules.           Selectman Benjamin Tartaglia’s motion to call a special Town Meeting on Sept. 22 to change the way Finance Committee is chosen was voted down three to two on Monday.             At the July 14 selectmen’s meeting, Tartaglia said he wanted a special town meeting to change the Finance Committee from nine to five members, and to have the members of the committee elected by the voters at the annual town election.             But in a modified motion Monday night, Tartaglia proposed staying with nine members but one member would be from each of the town’s nine precincts, and be elected instead of appointed.             Tartaglia said five out of the nine precincts in the town were not represented on the Finance Committee and said his model for appointing members of the Finance Committee would “ensure equal representation of all the precincts.             “The system is broken, and needs to be fixed,” said Tartaglia. “The present model gives one person too much power. People who are paying taxes should have more say than one person.”         Since 1954, the Town Moderator, Kevin Byrne, has appointed the Finance Committee members to three-year terms.           At the July 14 meeting, Byrne asked, “Is there something wrong with the quality of the Finance Committee now?             “I ensure that they (Finance members) have only one agenda, and that’s what is in the best interest of the town. Their purpose is to listen to all poi ...

A while back, Toronto mayor David Miller started an online Petition in support of a nationwide handgun ban. The text of the Petition reads as follows: Dear Prime Minister:We, the undersigned, urge the parliament of Canada to take immediate action to ban handguns in Canada. Handguns are intended for one purpose and that is to kill people. Their presence in Canada has resulted in the deaths of far too many people and have no place in our country.It is time to ban the private ownership of handguns. According to the Toronto Star, more than 60,000 people have signed the Petition, about 90% of them from the Greater Toronto Area. Wouldn't it be great if Mayor Miller got some additional support for his Petition from the rest of Canada, especially in the west?
