For 22 years, the International Whaling Commission has banned commercial whaling. But now a group meeting behind closed doors in St. Pete Beach is talking about what it would take to end that moratorium. An animal welfare group is sounding the alarm about the meeting, contending that U.S. representatives intend to "push a Bush plan to overturn the global whaling ban and bow to Japanese demands for new whaling quotas." But federal officials participating in the meetings say the warnings from the International Fund for Animal Welfare are overblown. "The U.S. position is that we don’t want to get rid of the moratorium on commercial whaling,'' said International Whaling Commission chairman William Hogarth, dean of the marine science department at the University of South Florida and the U.S. representative to the commission. Meeting in St. Pete Beach this week is a small working group of the International Whaling Commission, a global body with 80 member countries that’s currently chaired Hogarth. The commission imposed a moratorium on commercial whaling in 1986 amid widespread concern that some species were being hunted to the brink of extinction. The working group is looking at more than 30 issues regarding the commission's future -- one of the moratorium -- and will then make a recommendation to the full whaling commission, to be debated in an open meeting next March. Police have identified the man who died in a freak car wreck at a Clearwater bus shelter as  Frederick Joseph Dewine, 72, of St. Pete Beach. Police said Dewine apparently sought shelter from the rain in the bus shelter at Gulf to Bay Boulevard and Park Place Boulevard about 6:30 Sunday when a car driven by Katerina Wyakimovich, 31, lost control.
