Sorry, kids, nice effort with the online petition to have school canceled in Montgomery County on Inauguration Day, but Superintendent Jerry Weast isn't buying. "While I appreciate the magnitude of this occasion and the excitement it is generating, I do not recommend that we close schools for the day for several reasons," Weast writes in a memo to school board members. School systems all around the region are considering whether to cancel classes on Jan. 20. Weast's arguments: 1) Most parents won't have the day off, so closing school would create a child care crisis for many Montgomery residents. 2) The school calendar only has four days of fudge in it; if we get hit with significant snow this winter, closing school on Inauguration Day could push the county under the legal minimum of school days, requiring an expense of about $600,000 to extend school one day into the ... Performance-based pay is a road many teachers don't want to travel. But the newly elected president of one of the country's largest teachers unions says that in her experience, school-wide bonuses work. Randi Weingarten, who heads the 1.4 million-member American Federation of Teachers, said there is a role for raises based on how well students learn, a position advocated by President-elect Barack Obama. "If an innovation is collaborative and fair, teachers will embrace it, and it will succeed," Weingarten said in a speech Monday at the National Press Club, her first since her election. Many teachers dislike the idea. Obama was booed when he mentioned it to members of the larger National Education Association in 2007 and again this year. Yet teachers unions in some cities have begun to accept performance pay. Weingarten described the teacher pay system in New York City, where school-wide bonuses are based on overall test scores in high-poverty schools. Weingarten, as head of the New York teachers union, negotiated the system last year with Mayor Michael Bloomberg. The new system is working, she said: Teachers already are getting bonuses for improving student achievement in 128 of 200 eligible schools. It looks like John McCain has won Missouri — the last state not marked in either red or blue on the electoral map. The Missouri Secretary of State’s office said Tuesday night the Arizona Republican led President-elect Barack Obama by 4,355 votes out of 2,923,496 cast. Assuming the state certifies the count, it will place the overall electoral vote at 365 for Obama and 173 for McCain. The office said 3,159 provisional ballots remain to be added to those totals, but even if Obama wins them all, McCain has a big enough margin to win the state’s 11 electoral votes. All of the state’s voting jurisdictions were required to certify their votes by Tuesday, but four of them — St. Louis County, St. Louis, Jackson County, and Montgomery County — had not provided totals by the close of business, the office said. read more ...

The Athens Township Sewer Authority is currently looking to refinance a number of loans in its possession, which could ultimately eliminate any impact felt in the sewer rates of Athens Township customers by the mandated upgrade of the Valley Joint Sewer Plant, according to ATA President Dave Steiner This upgrade is mandated through new nitrate and phosphorous regulations for wastewater plants along the Susquehanna River created through the Chesapeake Bay 2000 agreement. This upgrade could cost as much as $14 million, with Athens Township to shoulder nearly 21 percent of these costs. “The Athens Township Authority doesn’t have any bonds,” said Steiner. “We don’t do bonds. We don’t have any. What we have is some loans, and what we’re doing is consolidating some of those loans to get a lower interest rate. We’re working with a local bank to consolidate our loans and pay off some of the loans we have due shortly, and that way we would be saving money in interest.” Although there is no set timetable for the implementation of this consolidation measure, the Athens Township Sewer Authority has been working on refinancing for nearly a year now and has utilized the help of two financial advisors in this process.
