forunder writes "Zeropaid has been covering a very hot topic going on in the UK right now. The government, prodded by entertainment lobbyists, has gotten six UK ISPs to agree to help police piracy on their networks. A leaked government letter says they are looking to cut internet piracy by 80%. In the same week Microsoft released a study which found that some 54% of UK file sharers are between 11-16. The UK's Green Party has already spoken up, calling the new policies an 'Attack on Civil Liberties.'" Read more of this story at Slashdot. ... Source: rat86.netsons.org --- 18 days ago

Social.fm, the company formerly known as Mercora, has closed down. The service, which allowed users to stream their music collections to each other, cites no reasons for shutting up shop. Mercora was announced in 2003 by McAfee founder Srivats Sampath, and we first covered it the following year. Mercora's subscribers were permitted to stream playlists to each other with certain restrictions: Users couldn't announce what they were going to play in advance, request songs from peers or repeat song sequences in a time period, for example. The company was licensed from the start, however, creating a back-end database, identifying material being played, and paying US internet streaming royalties. Ominously, last year the company ditched the subscription model and adopted a me-too name: Social.fm. View: The full story @ The Reg Read full story... ... The Senate has passed the Higher Education Act (the House passed it earlier this year), which, among other things, provides for federal monies for student loans. What’s most interesting to us here is a provision in the bill, which it’s expected that President Bush will sign into law, that tells college campuses to rein in [...] ...

In a historic decision, the Federal Communication Commission has declared that cable-TV and Internet service provider Comcast interfered with Internet users' rights to share specific content, including television shows and movies. Under strong pressure from open-Internet advocacy groups, the FCC ruled 3-2 Friday that Comcast monitored customers' Web traffic and blocked specific types of connections. Around-the-Clock Blocking The FCC said its investigation and the findings of engineers confirmed complaints. Comcast, according to the FCC, delayed subscriber downloads and blocked uploads 24 hours a day, seven days a week, regardless of the amount of congestion on the network or how small the file. Comcast has been under fire for some time for blocking peer-to-peer file sharing with BitTorrent software. The FCC said Comcast's motive was to block competition with its video-on-demand offering. Comcast will not have to pay a fine because the FCC had not previously provided direction to network operators on what constitutes reasonable management, FCC Chairman Kevin Martin said. But the company was ordered to have a compliance plan in place by the end of the year, refrain from any discriminatory practices, and notify subscribers of any future network actions. Comcast Disappointed Comcast said it was disappointed with the FCC's decision because its network management was consistent with industry practices. A spokesperson said the FCC's orde ... At the turn of our new century, during the heyday of Napster, the infotech conversation was all about peer-to-peer, or P2p, technology. There were elite gatherings of leading influentials to assess its potential, conferences to bring together ideas and money, new publications to chronicle its development.
