Members of the Norwich Hospital Advisory Committee met behind closed doors Wednesday night to talk strategy and discuss a pending development agreement with Northland Investment Corp. Chosen last month as the preferred developer for the long-vacant 419-acre former Norwich Hospital property, Northland has proposed a $1 billion five-star resort and luxury homes for the site. First Selectman Bob Congdon, the chairman of a four-member negotiating team for the town, said attorneys representing the town and Northland have gone back and forth with a draft development agreement. ‘Good progress’ He said the two sides have made “good progress and look forward to meeting again.” The meeting has yet to be scheduled. Attorney William G. Block was involved in Wednesday’s executive session, which lasted an hour and a half. No motion was made at the meeting’s conclusion. The town has until Jan. 4 to hammer out a development agreement with Northland and win the approval of voters at referendum before accepting transfer of the land from the state. What’s next: The Preston Board of Selectmen meets at 6:30 tonight at Town Hall. The Norwich Hospital Advisory Committee meets at 7 p.m. Wednesday at Preston Town Hall. ... Transportation projects large and small will headline Monday’s City Council meeting. The largest will be a set of ordinances allowing the city to move forward with the transportation center slated for Falls Avenue. But the most high-profile subject will be funding for the Volunteers from the Heart program, which is run by United Community and Family Services to pair up active seniors with those who are ill or just unable to get around easily. Mayor Benjamin Lathrop and Gov. M. Jodi Rell have agreed to have the city and state put up $25,000 each to keep the program running after its funding initially had been axed by the state Department of Social Services. “We’re contributing to a program we didn’t want to see cut,” Lathrop said of the agreement. “It isn’t on (Monday’s) agenda, but I’m going to ask the council to suspend the rules so we can talk about this.” He said the money would come from the city’s contingency budget. City Manager Alan Bergren said Thursday the funding is in the city’s best interest. “This is a vital program that has been funded for many years, and a lot of people depend on it,” Bergren said. He said he hopes the state will reconsider fully funding the program next year. As for the transportation center, the council is expected to act on a measure to discontinue a section of Falls Avenue as a city road to allow for construction; and to weigh acquiring a portion of the road by eminent domain. City emergency dispatchers have a new contract that adds three new part-time positions but fails to address the lack of full-time staff. The Norwich City Council approved the contract and Robert Jackson, union president, called it a compromise. New language includes employees’ concerns about extensive mandatory overtime. “We’ve been working understaffed for a long, long time,” Jackson said. Eight dispatchers at Norwich police headquarters cover three shifts — answering 911 calls while dispatching fire, medical and police services. Present staff levels make it nearly impossible to have two dispatchers working at all times. Gaps are sometimes covered by police officers, or a dispatcher works alone. It also makes it difficult to get time off, Jackson said. The current contract expired a year ago, and dispatchers have worked without a raise under terms of the old contract. The new contract calls for a 3 percent raise for last year and a 4 percent raise for three years until 2010. The cost increase to the city for each year is calculated at $13,033, $16,007, $15, 196 and $15,280 A full-time dispatcher was part of several new positions requested in Norwich Police Chief Louis J.
