In a bid to save Israel's Trees from increasing construction, a bill is underway to force contractors to plant a tree for every one they cut down. Contractors will be obliged to include in their development plans detailed information about the number and type of Trees in the area designation for construction, as well as committing to plans for planting news ones, as a condition for receiving building permits. Trees will be cut down only where preservation or relocation are not possible. The law, put forth by member of knesset Ophir Pines, is aimed at addressing both global warming issues as well as local urban aesthetics. "It is important to maintain a balance between the welcome development in Israel and preserving natural and environmental values, so that we don't wake up one morning and find ourselves surrounded only by blocks of concrete," he said after the bill passed a preliminary reading in the legislature this week. The ministry of agriculture is also trying to increase enforcement, refreshing procedures and pushing to increase the fines for illegal felling, currently 1,000 NIS (about $278). Most of Israel's Trees -- 68 species including oak, olive, eucalyptus, cherub, palm, and kasuarina -- are protected by the Forestry Act and law. Roof almost ready NRD board approves $21,352 payment YORK — The roof replacement project at the Upper Big Blue NRD office in York was nearing completion when the board met for September. Roof vents were added to the original specs, or will be when the contractor, Conner Roofing Company, submits a bid for that change order. In the meantime the NRD directors authorized a progress payment to Conner of $21,352. In light of an increase in the price of seedling Trees from the Bessey Nursery at the Halsey National Forest, the board adjusted its own prices. Bessey will charge $550 per 1,000 Trees, up from $485 previously. As a result, the NRD set a planting cost of 55 cents per tree and a cost of Trees and shrubs at 80 cents each. In a water report it was announced that eight well construction permits were issued in August, making the total for 2008 year-to-date 89 permits. Thirty-nine flowmeters were installed, inspected and approved in August. The NRD board authorized payment of $19,284 in pass-through cost-share funds for those meters. Money comes to the NRD via a three-year, $900,000 grant of lottery proceeds through the Nebraska Environmental Trust. Finally, the NRD approved an interlocal agreement with York County for hazard mitigation planning. Loggers will not be allowed to cut old-growth forest on about 900,000 acres of state land ALBANY -- Ancient Trees on state-owned land no longer will fall to the logger's saw.A New law signed last week by Gov. David Paterson will protect "old-growth" forest on about 900,000 acres of state land outside of current "forever wild" State Forest Preserve protection. Before leasing any land for logging, state officials now must make sure no old growth -- roughly defined as Trees at least 180 years old -- is cut down. However, the law does nothing to protect Trees on private property. "This law is a great first step, " said Fred Breglia, horticulture and operations director at the Landis Arboretum in Esperance and co-founder of the New York Old Growth Forest Association. While Breglia had pushed to include private property under the law, "we ran into some obstacles from the logging industry," he said. Still, the New law is the nation's second-strictest, after California's, Breglia said. The state has about 400,000 acres of old-growth forest, mostly in the Adirondacks. Breglia could not immediately say how land is affected by the law, named after the late Buffalo-area naturalist Bruce Kershner. Only about 2.2 percent of the state's remaining forests are old-growth, according to "Ancient Forests of the Northeast," a 2004 Sierra Club guide co-written by Kershner, who died of cancer in February at age 56. Memories of loved ones fade with time, but one memorial grows taller and stronger with each passing year. Antietam Meadow Park, located north of Renfrew Park on Antietam Creek, is now accepting donations for memorial Trees. Two Trees have already been planted in the park and two more will be planted soon. Park in planting In 2006, 24.8 acres of land north of Renfrew Park and adjacent to Antietam Commons along Antietam Creek was deeded to Washington Township by WAM Enterprises. That land became Antietam Meadow Park, but much work is still needed at the park. Stream repairs, designed to fight erosion and enhance water quality, will begin Sept. 30, according to Washington Township Assistant Code Enforcement Officer Matt Watson. Once repairs are completed, the Conservation Reserve Enhancement Program will begin planting Trees throughout a large area of the park. CREP’s goals are to protect environmentally sensitive land, decrease erosion, restore wildlife habitat and safeguard ground and surface water. Plans for walking trails, parking and wildflower planting are also in the works. The park is currently only accessible from Scott Road off of Country Club Road. Living memories The Antietam Park Committee has begun planting memorial Trees on the west side of the park.
