The government said Wednesday it is calling off a recently announced Moratorium on applications to build solar plants on public lands. The Bureau of Land Management made the announcement after public opposition to its original decision, reached at the end of May. The BLM had wanted to put new applications for solar plants on federal land on hold while undertaking a comprehensive review of potential environmental impacts from such plants. That review was not scheduled for completion until May 2010. Meanwhile, BLM planned to keep processing the applications it's already received for 125 proposed solar projects on about 1 million acres in Arizona, California, Colorado, New Mexico and Nevada. BLM has yet to approve a solar project on federal land; the solar projects already built or under way in this country are on private property. Still, industry officials already impatient about the BLM's pace worried that putting a stop to new applications would allow other industries to lay claim to federal land that could go to solar. They feared it would also send the wrong signal to potential investors just as the solar industry is getting started. "Hitting the brakes before we'd really gotten off the ground was definitely a scary prospect for the industry," said Katherine Gensler, manager of regulatory and legislative affairs for the Solar Energy Industries Association. BLM Director James Caswell said the agency's action Wednesday was intende ...

Today, President Bush lifted a presidential Moratorium on drilling for natural gas and oil on the Outer Continental Shelf. A Moratorium that Congress enacted in the early 1980s still remains in place, so lifting the presidential Moratorium will have little impact overall. Sen. Ken Salazar, D-Colo., has asked that a Moratorium on the proposed expansion of the Pinon Canyon Maneuver Site be extended another year. In a letter to Military and Veterans Affairs Appropriations Subcommittee Chairman Tim Johnson, Salazar asked the Moratorium continue into 2009. The Army has said they want to possibly expand the Pinon Canyon Maneuver Site by an additional 435,000 acres. In his letter, Salazar said until the Army completes reports associated with the proposed expansion — a detailed report on its plans, the need for the expansion and the possible side effects of its plan, the Moratorium should remain in place. Salazar had requested, through an amendment to the National Defense Authorization Act of 2008, the information from the Army. The report is due by the end of July and, according to Salazar, has not been completed. Once the report has been finalized, the Government Accountability Office will have up to 180 days to review the report’s findings and the public will have 90 days to comment. “This process will extend into the next fiscal year and likely the next calendar year,” Salazar said. Salazar requested that the Moratorium be extended with the following language in the subcommittee bill be included: “None of the funds appropriated or otherwise made available in this title may be used for any action that is related to or promotes the expansion of the boundaries or size of the Pinon Canyon Maneuver Site, C ...
