Mitchell Glieber, the Senior Vice President of Marketing, said no one has come forth in the past several years and offered to pay for reduced-fee tickets for Military personnel. Continental Airlines has joined some other major carriers and will begin charging coach customers $15 for the first checked bag. In doing so, Continental joins American Airlines, which implemented the fee in June, and several other carriers who have since added it. The fee applies for tickets booked beginning Friday for travel on or after Oct. 7. Like the others, Continental won't charge the fee to some people, such as elite members of its frequent-flier program, people traveling on non-discounted coach tickets, members of the Military or their families traveling on official orders. Continental also said it was reducing the bonus miles earned by elite OnePass members on trips, and is doing away with the 500-mile minimum award on trips. In other words, a 250-mile trip will get you 250 miles, not 500 as now. On Thursday, Discount carrier Sun Country Airlines announced a $12 first-bag fee for travel booked Friday and afterward for trips Oct. 1 and afterward. Starting today, cat and dog owners in the city of Los Angeles must get their pets spayed or neutered. KPCC’s Brian Watt has more. Brian Watt: The law took effect in April, and its grace period is over. It’s simple: If your dog or cat is four months old or older, get it spayed or neutered. There are exceptions, of course. Pets that compete or show as breeds approved by the Animal Services Commission get a pass. The same goes for service, guide, police, Military, and rescue dogs, and those that have earned or are working towards a special title in herding or agility. Licensed vets can certify that an animal should not be spayed or neutered for health reasons. The L.A. City Council sought to reduce the number of pets that people abandon and euthanize each year. Fines for violations start at $100 and increase from there. Sterilizing a pet is not cheap, so the City Council also approved an ordinance that would provide the service for free, or at a Discount, for pet owners who can’t pay the vet full price. In the absence of all these government interventions, it is likely that the corrective phase of the business cycle would already be over and we would be in recovery mode. To be sure, housing would remain in a slump for some time to come, but restorative market forces would already be at work creating the next generation of companies and jobs. If we want to avoid the next great depression, all such government interventions should cease. The Treasury Department should revise their recent action and turn their proposed conservatorship of Fannie and Freddie into a bankruptcy receivership that would ultimately liquidate the corporation and their liabilities. Meanwhile the Fed should announce its intent to stop Term Auction Facilities and close the Discount window to all but its traditional customers. According to prosecutors , Victor Papagno, 40, an IT employee at the Naval Research Laboratory in southwest Washington, lifted $120,000 worth of government property between between 1997 and August 2007. Navy criminal investigators recovered thousands of software programs and over 100 personal computers from Papagno's home in Hughesville, MD. Papagano will likely face a year to 18 months in prison for the theft. His sentencing is scheduled for December 22.
