Lee William Dubois, a former employee of an Iraq Contractor based in Kuwait, was arrested and charged last Friday with making false statements to Military investigators probing the theft of nearly $40 million in fuel from a U.S. Army base in Iraq. Investigators allege that Dubois and his conspirators stole 10.5 million gallons of jet and diesel fuel valued at $39.6 million from Camp Liberty in Baghdad between June 27 and May 2008. The court affidavit states that Dubois used the names of legitimate contractors in Iraq to fraudulently obtain access cards that allowed him to tap into the base’s fuel tanks. The gas was hauled away in truck convoys, typically in 30,000 gallon increments, and then sold on the black market. The case is being investigated by the Army’s Kuwait Fraud Task Force, which is charged with the investigation of corruption and major fraud cases connected to the global war on terrorism. Observers expect that additional charges may be filed against Dubois as well additional arrests.  Since 2005, the Army Criminal Investigation Command has opened 168 investigations related to contract fraud in Kuwait, Iraq, and Afghanistan – most of which are still ongoing.   ...

WASHINGTON — Military contracts in the Iraq theater have cost taxpayers at least $85 billion, and when it comes to providing security, they might not be any cheaper than using Military personnel, according to a report released Tuesday. The Congressional Budget Office report comes on the heels of increased scrutiny of contractors in the last year, some of whom have been investigated in connection with shooting deaths of Iraqis and the accidental electrocutions of U.S. troops. The United States has relied more heavily on contractors in Iraq than in any other war to provide services ranging from food service to guarding diplomats. About 20 percent of funding for operations in Iraq has gone to contractors, the report said. Currently, there are at least 190,000 contractors in Iraq, a ratio of about one Contractor per U.S. service member, the report says. The study does not include monetary figures for 2008, so the total paid to contractors for work in the Iraq theater since the invasion of Iraq in 2003 is probably much higher. If spending for contractors continues at about the same rate, by the end of the year, an estimated $100 billion will have been paid to Military contractors for operations in Iraq. Sen. The government has handed out at least $85 billion in contracts to mercenaries and private Military contractors in Iraq, according to a report issued today by the non-partisan research arm of Congress. The Congressional Budget Office reports that for every uniformed serviceman or woman in the war zone there is a much better paid private Contractor on the ground in Iraq, making it one of the most outsourced wars in U.S. history. “The United States has used contractors during previous Military operations, although not to the current extent. According to rough historical data, the ratio of about one Contractor employee for every member of the U.S. armed forces in the Iraq theater is at least 2.5 times higher than that ratio during any other major U.S. conflict, although it is roughly comparable with the ratio during operations in the Balkans in the 1990s,” the report states. The PMCs and mercs work for companies like Halliburton subsidiary Kellogg, Brown and Root, DynCorp and Blackwater. “Although personnel counts are rough approximations, CBO estimates that as of early 2008 at least 190,000 Contractor personnel, including subcontractors, were working on U.S.-funded contracts in the Iraq theater. General Dynamics Corp. said Tuesday it will buy Jet Aviation for about $2.25 billion in cash, part of the defense Contractor's push to expand its private civilian jet business and tap into robust demand for luxury planes overseas. With the purchase, General Dynamic's Gulfstream business jet unit adds a worldwide network of aircraft maintenance and service centers where wealthy individuals and cash-rich governments can outfit private jets with plush interiors and custom features. While General Dynamics is perhaps best known for its tanks, ships, submarines and other Military equipment, it has significantly expanded its aerospace unit in recent years and now expects its fleet of flying business jets to double in the next decade to roughly 30,000 planes. The Falls Church, Va.-based company has seen orders for its Gulfstream jets grow in the past several years, as wealthy buyers from burgeoning areas like the Middle East and China have helped push international sales past those in North America, traditionally the largest market for private jets. Harry Sargeant III, the Delray Beach defense Contractor whose fundraising for John McCain and Charlie Crist has drawn recent scrutiny and calls for the money to be returned, tells the Washington Post today that there's zero link between his fundraising and his business. "I am indeed a fundraiser for various candidates from both parties," he said in a letter to the editor printed in today's Post. "However, I take exception to the intimation in the article that ties this activity to my company's work delivering oil to our troops in Iraq."Sargeant is a partner in International Oil Trading Co., a Boca Raton firm with Defense Department contracts to ship oil to the Military in Iraq. Federal records show the company received $601 million in the 2007 budget year. In June, Rep. Henry Waxman, D-Calif., head of a congressional oversight committee, sent a letter to Sargeant seeking records in a probe of alleged overcharging of the Military for fuel costs. Sargeant said in the letter that he's met with Waxman and his staff "and have been fully cooperating with them in their inquiry, since we have nothing to hide."
