State governors today will press their case for federal help when they meet Barack Obama , the US president-elect, one day after official confirmation that the American economy is in recession. Governors from the 50 states are seeking at least $40bn (£27bn) to help pay for healthcare for the poor and disabled, and $176bn for infrastructure projects such as road and bridge repair. "We're going to be talking about what the elements of an economic stimulus plan will be," Deval Patrick, the Governor of Massachusetts and a Democrat with close ties to Obama, said. States have suffered big cuts in tax revenues, forcing 43 of the 50 states into budget deficits. Since virtually every state is legally obliged to balance its budget, governors have had to cut services, lay off workers and consider tax increases. Such moves only make the economic situation more difficult, the governors say. "Without federal help ... what we will have to do is just make continuing cuts and/or raise taxes, both of which would have a further deleterious effect on our states' economy. We simply need help," Ed Rendell, the chairman of the national governors association, a Pennsylvania Democrat, told reporters. "When the economy is bad, the social service net demands grow." Still awaiting details on the Governor's plans for transportation reform and facing mounting pressure from toll-paying commuters, state lawmakers plan to tackle the issue themselves starting today. The Legislature's joint transportation committee announced Monday that it will hold four hearings on the matter. Today's session will explore public and private partnerships in managing state roads, bridges and tunnels. "It's very unusual that the Legislature would hold hearings in December at the end of a two-year legislative session," said state Rep. David Linksy, D-Natick. "It shows the incredible urgency of this issue." The move comes after the Massachusetts Turnpike board voted late last month to again raise tolls to pay debt for the Big Dig. The vote prompted strong opposition, especially from MetroWest legislators, with lawmakers such as Linsky arguing that a raise in the state gas tax would be more equitable. State Rep. Joseph Wagner, a Chicopee Democrat who is co-chairman of the joint transportation committee, said the discussion has lacked broader talk of reforming the state's transit system. He said he hopes the hearings complement Gov. Deval Patrick's forthcoming plans to reorganize state transit agencies, saying many lawmakers are frustrated with the pace of reform. Gov. Deval Patrick nominated Superior Court Justice Ralph D. Gants, 54, to the Massachusetts Supreme Judicial Court, according to a statement from the Governor’s office today. Gants, an 11-year veteran of the Superior Court and former federal prosecutor, is slated to fill the vacancy on the Supreme Judicial Court created by the retirement of John M. Greaney. “Judge Gants brings a powerful combination of strong intellect and real world understanding,” said Patrick in the statement. “He has been a thoughtful and fair member of the Superior Court and he is deeply committed to securing the rights and liberties of the citizens of the Commonwealth. He will be an important addition to the SJC.” Gants has served as a justice of the Superior Court since 1997 and since January as the Administrative Justice to the Court’s Business Litigation Section. He began his legal career as a law clerk to Eugene H. Nickerson of the United States District Court for the Eastern District of New York. Gants then worked in Washington as the special assistant to then-FBI Director Judge William H. Webster, before joining the United States Attorney’s Office in Boston. He served as a prosecutor for eight years and became chief of the office’s Public Corruption Division. For six years prior to his nomination to the Superior Court by Gov. For a group that struts around condemning pot smokers, the Massachusetts District Attorneys Association (MDAA) is one wacky bunch of lazy bureaucrats. The State House News Service (SHNS) today delivered an expected whopper: Governor Deval Patrick , Attorney General Martha Coakley , and their incompetent minions can’t, or, more accurately, are unwilling to, accommodate policy adjustments required by the passage of Question 2 . Here we have a typical scenario in which government officials condescend to reporters (and, ultimately, to the public) as if we have no clue about the difficulty of their jobs. They’re basically claiming that people don’t understand the logistics required to get a damn thing done around here. “There are very, very significant implementation problems,” MDAA Executive Director Geline Williams told the SHNS about marijuana decriminalization. Added Berkshire County District Attorney David Capeles s: “There are some very serious issues which aren’t necessarily going to get resolved.” This reaction would be understandable if their attitude was that, despite obstacles, officials are working hard to move from criminal to civil penalties. After all, they are required to set up counseling for youth offenders, and to train police officers not to cuff and stuff pot smokers caught with less than one ounce.
