(Telecompaper) Orange Austria has won the auction for a GSM 900 licence held by the Austrian telecommunications regulator TKK. The GSM licence includes 2 x 0.8 MHz packages from the 914 – 915 MHz and 959 – 960 MHz range. Orange Austria was the highest bidder with EUR 501,500, outbidding Barablu Mobil Austria and T-Mobile Austria. Led by Shure, the wireless microphone industry spent the summer protesting the use of white spaces devices designed to deliver unlicensed broadband and other advanced wireless services, claiming the unlicensed use of the Spectrum would cause interference on wireless microphones. Devices are capable of accessing the "white spaces" between airwaves without affecting the adjacent licensed networks under certain power-level limits, the FCC concluded in a detailed report released Friday afternoon. Microsoft ( NSDQ: MSFT ), Dell, Motorola ( NYSE: MOT ) and Google ( NSDQ: GOOG ) are just some of the companies that want unlicensed access to the vacant TV channels for high-speed wireless services, but broadcasters and wireless-microphone manufacturers have fought against any such move along with T-Mobile. The unlicensed, so called "white space" Spectrum (or AWS-3 band) was tested for interference with T-Mobile's AWS-1 network in Seattle recently by the FCC's Office of Engineering and Technology. T-Mobile's 3G network, which is currently being rolled out across much of the country is in the 2110-2155 MHz band, and therefore sits adjacent to the proposed unlicensed band in the 2155-2175 range. The report tentatively concluded that AWS-3 devices could operate under certain power level restrictions "without a significant risk of harmful interference…The analysis shows that an AWS-1 and AWS-3 device operating in close proximity does not necessarily result in interference. And when factoring in actual operation under non-static conditions, the situation only improves." For the last two years, a California-based communication startup called M2Z has been advocating free national Wi-Fi broadband using the relatively narrow 2155-2175-MHz portion of the electromagnetic Spectrum. The cost of providing free Wi-Fi, M2Z says, could be covered by advertising revenues. A premium, ad-free service would also be available for a subscription fee. The proposal has been vigorously opposed by wireless carriers in general and by T-Mobile in particular. Having just spent $4 billion for Advanced Wireless Services, T-Mobile is concerned that M2Z's proposed network would interfere with AWS and render it worthless. Last week, however, the Federal Communication Commission's Office of Engineering and Technology issued a report concluding that the likelihood of interference between the two systems is low. FCC Chairman Enthusiastic Kevin Martin, chairman of the FCC, is a strong supporter of free wireless broadband access. During a television interview in early August, Martin said the FCC -- and the nation -- has an obligation to reduce or eliminate the "digital divide" by making broadband Internet access freely available to everyone. The Federal Communications Commission has released an engineering report that opens the door for the FCC to apportion a chunk of wireless Spectrum for free Internet services across the nation. "We need to reserve some Spectrum for free broadband services," FCC Chairman Kevin Martin said. "This would be a lifeline broadband service that would be designed for lower-income people who may not otherwise have access to the Internet." T-Mobile had warned that the FCC's proposed launch of an advanced wireless service (AWS) in the 2155-MHz to 2180-MHz band would interfere with the 3G wireless services it operates in an adjacent slice of the Spectrum. However, lab tests conducted last month demonstrated that devices operating at FCC-designated power levels would not present "a significant risk of harmful interference," the commission said. Open Devices Several aspects of the FCC's AWS proposal owe their origin to an application submitted two years ago by M2Z Networks, which envisioned earning money primarily by offering a premium wireless Internet service operating at speeds of up to three megabits per second. A new company announced its formation this week to represent 28 small businesses that have won licenses in the Advanced Wireless Services and 700 MHz auctions. The company, called NextGen Mobile, said its mission is to help its members work together and pool their resources so they can compete effectively in their local markets. The company's members operate or anticipate operating networks that use GSM technologies, including UMTS and eventually LTE. NextGen Mobile does not appear to have a web site yet, nor has it published a list of its members. However, in a press release, the organization said its formation is the outgrowth of a year-long dialog among some existing mobile operators and companies that won Spectrum in recent auctions. The company said it wants to work on initiatives that would otherwise be duplicated by each company if each pursued their business objectives independently. By pooling their resources to work on RF optimization, billing, customer care, roaming, network operations, and other matters, the members expect to be able to increase efficiencies and reduce their individual costs. One of their top priorities is to aggregate their orders for UMTS handsets and data cards in order to create sales volumes that will help lower product costs for their customers.
