To the editor: There are many positive aspects regarding the adoption of the Community Preservation Act, because it is locally controlled, state matched, time tested, low-cost vehicle to raise funds for improvements important to Gloucester. However, often overlooked is the fact that the Community Preservation Act is a fiscally prudent measure as well. There are two components of CPA that stretch the Local Tax dollar, as follows: · First, dollars raised locally under CPA are matched by the state. This year the match is projected to be 65 percent, next year, 50 percent. Either way, it represents a great return on our money. If CPA were already adopted in Gloucester, the funds raised locally this year are estimated to have been approximately $425,000. The state match would have been an additional $275,000, making a total of $700,000 for this year. Also, there is state legislation now pending that would establish a 75 percent floor for the state match. · Secondly, CPA funds, including the state matching funds, have been used very successfully in many of the 133 cities and towns that have adopted CPA to leverage federal, state and private grants. CPA funds can be used as seed money to put together a grand proposal or as Local match funding often required as a condition of grant making organizations.
