THE PRICE of crude oil is falling sharply. It closed at less than $110 a barrel yesterday -- down almost $38 since its July peak. The slack oil market has translated into direct relief at the pump, with regular gasoline now 19 cents a gallon cheaper than it was a month ago. Great news, right? The U.S. economy can grow faster with less risk of inflation; the potential benefits range from brisker domestic car sales to less pressure on state and Local government Budgets. Next spring, students in the Hudson High School environmental chemistry class will once again venture out to the Assabet River banks. They will dig trap holes to catch turtles, frogs, toads, and snakes and take close-up digital pictures of the captured critters. This four-year-old herpetology project, modeled after field research conducted by the Earthwatch Institute scientists in Brazil, has helped students understand the Assabet ecosystem and work with the community to conserve plant and animal life.. They have made PowerPoint presentations, videos and DVDs about their work. Since the area is wetlands, they worked closely with the town’s Conservation Commission and the Department of Public Works to reestablish a nesting site for snapping turtles. Hudson Education Foundation grants have made this experience possible. “Our student scientists learn while they conduct original field research about their Local wetlands, collect and report data, and establish scientific protocols,” said their teacher, Peter Vacchina. “This motivates them to become spokespeople for Local and global conservation issues.” Since 1994, the non-profit, all-volunteer Hudson Education Foundation – formerly known as “HOPE,” for Hudson Organization Pro-Education -- has been funding enrichment programs that normally would not be covered in typical school Budgets. More than $260,000 has been awarded for programs in the arts, character development, health and wel ... Source: ohmygov.com --- 3 days ago
In mid-August, with the burden of increasing gas prices squeezing the Budgets of commuters throughout the region, Congressman Steny H. Hoyer (D-MD) called on the Office of Personnel Management (OPM) to limit unnecessary commuting by urging federal agencies to adopt a four-day, 40-hour work week for their employees. The policy, which has been implemented by Local and state governments across the nation, would make the federal government a partner in reducing petroleum consumption - a key factor in the recent decline in gas prices. The compressed work week would also cut down on commuting costs for federal workers, as well as all commuters who would benefit from the decrease in traffic congestion. To that proposal, OPM has said nearly unequivocally "no way." In an August 29th letter to Rep. Hoyer, acting OPM Director Michael Hager stated that the four-day workweek would hamper the government's ability to deliver essential services to the public, weaken national security safeguards, and hurt recruitment and retention efforts, Federal Times reports. Hager went on to point out that agencies already offer flexible and compressed work schedules that would grant a four-day workweek every two weeks for employees that take advantage of the program, assuming their supervisor allows it. "We strongly believe the current system is effective and is already helping federal employees reduce fuel consumption," Hager said in his letter to Hoyer. A ... The Education Coalition announced opposition to the Republican Senate budget proposal that permanently cuts billions from our schools, and sets up yet another risky borrowing scheme that relies on temporary fixes and shortchanges our students by billions more in future years. THE REPUBLICAN PROPOSAL IS DEVASTATING TO CALIFORNIA’S STUDENTS AND SCHOOLS: The Republican proposal cuts more than $5 billion from education and replaces ongoing money with one-time dollars that would only create a deeper budget hole next year. The Republican proposal gives the governor the power to cut Local school Budgets in the middle of school year, making it extremely difficult for schools to plan or function, meet the needs of students or attract and retain quality teachers and school employees. The Republican plan to "securitize" the lottery irresponsibly takes a big gamble with our students future, cutting schools by $2 billion and putting at risk more than $1 billion in lottery funds that currently support our schools, with only a hope that this scheme to borrow against the lottery can make up the difference. The Republican proposal would put the Prop. 98 minimum school funding guarantee at risk, instead relying on one-time temporary funding that doesn’t address the long-term needs of our students. The Republican plan will result in billions in more borrowing. The Public Policy Institute of California poll results show that only 8% of California ... Source: www.rrstar.com --- 3 days ago
We hope you enjoyed your camping trip to an Illinois state park during the three-day Labor Day weekend. There will be fewer state parks open for you to visit next year if the governor has his way. Gov. Rod Blagojevich announced last week that 13 state historic sites and 11 state parks, including Lowden State Park and Castle Rock State Park in Oregon, would be closed. The governor wielded his ax because the state budget is out of balance by $1.4 billion, but his cuts don’t make much sense to us. Lowden and Castle Rock drew nearly 414,900 visitors to Ogle County in 2007. Why close parks that bring in revenue through tourism and also provide recreational activities for Local folks? The high price of gasoline has forced many families to alter vacation plans and stay closer to home. That won’t be an option for people in Ogle County if the parks close. The governor’s cuts also include the Lincoln Log Cabin near Charleston and Lincoln’s Tomb in Springfield just as the state is gearing up to celebrate Lincoln’s 200th birthday next year. Blagojevich has shown he is no friend to those who love the outdoors. He has been particularly harsh with the Illinois Department of Natural Resources. According to a legislative staff analysis, the DNR’s core state funding from the general revenue fund was $127 million in 2003, the last year before Blagojevich got involved with Budgets. General revenue was $67 million in fiscal year 2008 and would have gon ... Source: www.counton2.com --- 36 days ago
