The proposed Historic High Point is on hold after four of five members of the Town Board rejected their own consultant’s resolution that the project would have little effect on the environment. LaBella Associates, working for the town but paid by the developer, RainBros Associates of Rochester, had drafted a resolution for the board to vote on last week. Had the board approved it, the project would have moved more quickly through the review process. Instead, board members essentially told LaBella to draft a new recommendation requiring a more lengthy environmental review. Board member John Accorso said the board was within its rights to direct LaBella to revise its proposed resolution so long as the resulting resolution is “within reason.” Accorso said the resolution, penned by LaBella, “should have been written both ways.” He later added, “We felt there were enough issues that it merited further study.” Accorso and fellow board members Peter Hessney, John Palomaki and Jeff Cody expressed concerns with the plans, ranging from the size of the buildings to the project’s fit with the nearby historic district. Supervisor Leslie Bamann seemed to favor advancing the project by approving LaBella’s original resolution. No vote was cast. Here is the latest on the proposed merger of XM and Sirius Satellite Radio, which if it goes through would provide a broad array of sports programming choices for subscribers - likely at a premium if you want all that both services have to offer. Will one of Sirius' offerings be Chris Russo, currently of WFAN? That continues to be the most likely landing place for Russo if the "Mike and the Mad Dog" show breaks up this summer. Here is something funny. We are still waiting on the house we are going to buy, it needs to turn into a short sale. But it's taking longer than normal. WHY? Because apparently INDY FUCKING MAC held the original mortgage. Can you say FUCKED UP? I knew ya could. So we are in Limbo right now. Thankfully my family is letting us stay with them until we get the house. Thank god for family. It's pretty sweet though because they have a pool and it's great for these hot summer days. Quick thing about my health..... found out a month ago I had H. Pylori, a stomach bacteria that causes ulcers. I was put on a triple antibiotic regimen for ten days to kill the bacteria. The last day was July 3rd. July 4th I woke up with uncontrollable itching. Turns out I had a bad reaction to the amoxocillin part of the regimen. So my whole week vacation was spent itching like I had the chicken pox. FUN! They put me on steroids for five days. I can't say it helped, I don't know. But I will say I'm ten pounds heavier now. Yeah, I can't win, heh. Other than that everything in the land of Juju is just peachy. I'm just as in love (if not incredibly more so) with John as I was when we first started dating. Work is work, it's got it's ups and downs but it's a paycheck and who knows what will happen when the new hospital opens. My only regret about the last couple months is that I haven't seen ANYONE except Johns friends. I miss my two best friends Roxymonoxcide and Eric ...

The team wants him to sign a split salary agreement for $500,000 or risk getting cut. Glenn has said he won't sign it. But his agent is talking with the team to work something out. The Cowboys leave for Oxnard tomorrow and it remains to be seen if Glenn will be on the team flight. In the meantime, the Chargers just released wideout Eric Parker. Would the Cowboys be interested? His base salary is higher than Glenn's ($1.8 to $1.7 mil) but his health could be worse. While Glenn has a bum right knee, Parker's agent Jack Bechta told me his client isn't ready to play because of toe surgery. It appears doubtful Parker would get a look. The first round picks, Felix Jones and Mike Jenkins, have yet to sign and it could take some time to get the deals done. Eugene Parker who reps both guys has a little situation going on with Devin Hester of the Bears holding out of camp. Draft is here . Just the major points. First off, the proposal is basically pretty good . We should keep in mind that what WCI is doing represents a big -- gigantic -- step in the right direction for the climate. So I'll raise a glass to everyone who's worked so hard on the WCI proposal so far. But there's room for improvement . Below, I highlight the core areas of the proposal. These are bedrock issues that make me concerned. Transportation is in. Sort of. It appears that transportation fuels – the region’s largest source of carbon pollution – will be delayed until 2015, the second “compliance period.” The document is not crystal clear, but in Section 6, “Setting the Regional Cap,” it says that the regional cap will be adjusted in 2015 to add both transportation and the natural gas that is used in homes and businesses. (See 6.3). It's critical that we included transportation fuels ASAP. Auctioning is in Limbo. WCI appears to be punting on this hugely important question. In past communications they’ve said that states and provinces will be required to auction a minimum percentage of between 25 and 75 percent of their allowances. In today’s draft (see 8.7) they say this: The issue of establishing a minimum percentage of allowances subject to auction by each Partner is still under discussion by the Partners. A 2-year-old proposal for a mixed-use facility on the old Bird Hall clock tower site in East Walpole will reappear largely unchanged before town boards by the fall, said the lawyer for the site's owner. The future of the 72-foot-tall clock tower - the only remnant of Bird Hall after a 1995 fire - is uncertain. The new proposal may include plans to raze the historic timepiece, said Phil Macchi, the Norwood lawyer representing Hollingsworth & Vose. Whether the clock tower stays depends on factors such as its structural soundness, Macchi said. "Everyone likes the clock," he said, but examination may show it to be structurally deficient. The decision will come only after the completion of final architectural plans, he said. "We just don't know if it's salvageable at this point," Macchi said. The old plan for the acre-plus site - at the corner of Washington and Chestnut streets - called for a 17,412-square-foot, three-story building. The bottom floor would have been devoted to offices and the top two to apartments. The new plan will be similar, Macchi said. The first floor would be occupied by offices, stores or a restaurant; the second and third floors by eight to 10 apartments. The old plan needed updating because of the rewrite of the zoning bylaws that the town undertook between winter 2006 and spring Town Meeting in March - when the revision passed easily.
