North Carolina's Lieutenant governor is a hybrid. The person in that office serves as the state's second-highest official, ready to succeed to the governorship if there is a vacancy. Nominally, the office is in the executive branch, but its main function much of the time is to preside over the 50-member state Senate and to cast votes in case of a tie. The Lieutenant governor is also a member of the State Board of Education and the Board of Community Colleges. The candidates are state Sen. Walter Dalton, a lawyer and Democrat from Rutherford County; former state Sen. Robert Pittenger, a businessman and Republican from Mecklenburg; and Phillip Rhodes, a Libertarian candidate from Chapel Hill. Rhodes has not been a major factor in this race. We recommend Walter Dalton . Dalton and Pittenger represent distinctly different points of view and give voters significantly different choices. Pittenger is a conservative Republican who went to Raleigh to change the way the state does business. He concentrated on pinpointing government waste and sought to convince his Senate colleagues to significantly reduce spending, refocus resources, cut taxes and keep a sharper eye on financial matters. He fostered some support for performance auditing of parts of the budget, but he was not successful in bringing about wholesale change in the state Senate. To a round of applause, selectmen last week appointed Timothy J. Clancy as a firefighter Lieutenant. The appointment was to fill the position vacated by Timothy J. Grenno when he replaced Timothy Travers as fire chief. Since 1991, Clancy served as a call firefighter until his appointment by Travers as a full-time firefighter in 1997. Grenno credited Clancy for his professionalism and service as a paramedic. “He was instrumental in the formulation of the two advanced life support ambulances we currently have,” Grenno said. The appointment included an official swearing-in ceremony by Town Clerk Pamela Martin. Travers, 53, retired on Sept. 11 after 35 years of service to the department, 21 years served as fire chief. Grenno, 39, a former firefighter Lieutenant, was the only applicant among six within the department who passed an open Civil Service exam for the position this year. By Dave McGinn, National Post Ontario’s Lieutenant-Governor thinks Queen’s Park needs to better honour the rebels who tried to overthrow his predecessor. David Onley wants a statue honouring William Lyon Mackenzie and the Upper Canada Rebellion of 1837 moved to the front of Queen’s Park from its current spot behind a bush on the property’s west side. “It’s just unfortunate that such a significant piece of statuary for such an important topic ... is just not seen by anybody,” he says. After his appointment in July, 2007, Mr. Onley asked historian Bruce Bell for a tour of the statues at Queen’s Park. He was finally given that tour in August, and what he saw left him dismayed. All of the statues on the grounds of Ontario’s legislative assembly are prominently displayed — an indication to visitors of the historical importance of their subjects — except for one. A statue of John A. Macdonald stands at the foot of Queen’s Park circle. Further up, there is a statue of George Brown, another Father of Confederation, as well as statues of former premiers James Whitney and John Graves Simcoe, and a statue of Queen Victoria. But along the west side of the building, practically buried from sight behind several tall trees and the bushes of the Queen Elizabeth II silver jubilee garden, there is a statue very few people ever likely see, given its placement. “It’s not one of these stop-and-smell-the-roses-type locations,” Mr. Onley said.
