CLEARWATER -- Nearly two years after discovering cracks in the wall of Tampa Bay Water's 15-billion gallon reservoir, and after spending $700,000 investigating the problem, engineers still don't know what caused the cracks. Even when they do figure it out, repairing the problem might require keeping the reservoir half-full for several years. The reservoir -- the largest in Florida -- is supposed to hold 15-billion gallons of water, but for now it has only 6.5-billion gallons in it. "It could need to be in the interim mode for several years," engineer Jon Kennedy told the Tampa Bay Water board Monday. "We're in step one of four, which could take several years."But Tampa Bay Water officials insisted repeatedly that the residents living around the reservoir in rural Hillsborough County shouldn't worry about a breach opening in the walls and flooding their homes. "The reservoir is safe," said Tampa Bay Water Chairwoman Susan Latvala, a Pinellas County commissioner. The utility opened the reservoir, named for Congressman C.W. Bill Young, in June 2005. The cracks were discovered in December 2006. They have occurred in the soil cement on the inside surface of the reservoir wall, Kennedy told the board. Below that is a layer of soil 10 to 25 feet deep, then an impermeable membrane, then more soil in the embankment.
