Cook County Residents will be able to vote on whether the governor and other statewide elected officials can be recalled, thanks to an advisory referendum that will appear on the Nov. 4th ballot. "Consider it the "baby brother" of an official recall amendment," wrote Kristin McQueary in the SouthtownStar . The November ballot in Cook County will include a question that asks: "Shall the Illinois Constitution be amended to establish a recall process for the office of governor and other statewide elected officials?" Voting "yes" will not spur formal action. The question is advisory only, serving little purpose other than a poll of Cook County voters. But it will be interesting to see the results, which I expect to be overwhelmingly in favor. The results will parlay nicely into the campaigns of gubernatorial challengers in 2010. Come November, Cook County voters will have a say in whether the state constitution should be amended to allow for the recall of elected officials - including the governor. Republicans descended on the Midwest for their convention this week, promoting John McCain's credentials, introducing vice presidential candidate Sarah Palin and hoping to win the support of the region's voters come November. If money determined the winner in each state, McCain would take Indiana , Michigan , Ohio , Kansas , North Dakota , Nebraska and South Dakota . He wouldn't, however, manage to win Minnesota , which hosted the Republican National Convention this week, Wisconsin , Iowa , Illinois or Missouri . In the 2004 election cycle, President Bush collected more money than opponent John Kerry in all 12 of those states, and ended up winning eight of them in November. McCain has angered some voters in the region, especially in the upper Midwest, by opposing the $300 billion farm bill that's popular in these agricultural states and opposing subsidies for ethanol. Iowa is the nation's largest producer of ethanol-based fuel, while Illinois, Minnesota, Indiana, Ohio, Wisconsin and Missouri are also players in the industry. The Republican senator also opposed a tax break for developing wind power, a growing field, especially in the Midwest. Appealing to all voters in the region is an impossible task, of course. The city of Galesburg wants to hear ideas from local Residents about ways to improve the East Main Street corridor in order to develop a new plan for the area. A meeting to discuss the plan is scheduled from 5 to 8 p.m. Tuesday at OAKS Senior Center, 176 N. Farnham St. The meeting is open to the public. City Manager Dane Bragg is hoping for a big attendance, and he hopes people come armed with ideas and questions. Bragg said, “It’s hoped that this workshop will spark the imagination of our Residents, getting them to think about what can be.” Students from the University of Illinois Department of Urban and Regional Planning have been working on a plan for the East Main Street corridor in recent months. At Tuesday’s meeting they hope to share their ideas with local people, and also have a workshop session to hear new ideas. The students will include recommendations from Tuesday’s session in their final plan. The aim of the plan is to regenerate the East Main street corridor by attracting business and improving the area aesthetically. Stephen Mack was not a frontiersman like Davy Crockett. Neither was he a common man; after all, he married an Indian woman named Hononegah. In the end, the complexities of Mack — a fur trader and first European settler of Winnebago County — mirror those of today’s Residents. To understand him is to understand us. That’s one of the premises behind the Macktown Living History project at Macktown Forest Preserve in Rockford. Another goal is to create one of the top tourism destinations in northern Illinois and southern Wisconsin. In 10 years, planners hope to finish a complete historic re-creation of Mack’s settlement in 1830-50. The project will cost at least $3 million, a figure that looks properly daunting to the backers who visited the Editorial Board on Thursday. It’s a lot of money to be raised from mostly private sources. The state promised a $50,000 grant, but that evaporated in the budget crisis. To make it even more difficult, no one has been able to unearth a likeness of Mack, his Indian bride or his children. And, although the site is jam-packed with archaeological treasures, there have been no big-name finds. “We don’t have our Jane yet,” said Dale Reeves, Macktown Living History board director.
