Doug Whitley, president and CEO of the Illinois Chamber of Commerce, is considering a run for Governor as a Republican in 2010. “I did tell my board yesterday that I will be forming an exploratory committee for a campaign for Governor,” Whitley said today. “The board has agreed to allow me to have six months to do that.” By next March, he said, the board reconvenes, “we will either pull the plug or pull the trigger.” Whitley, who said he once voted for independent presidential candidate John Anderson of Rockford, hasn’t always been a Republican. He said he became a convert to the GOP “when Al Gore started preaching class warfare.” Whitley, a former head of the Taxpayers’ Federation of Illinois and state revenue department director, now lives in Batavia, in Kane County. He was also president of what was Ameritech Illinois. “I don’t think that there’s any other Republican candidate that would be a better Governor than I,” Whitley said. “I lived in Springfield for 21 years and I’m eager to move back.” ...

Illinois children who have mental health and substance abuse problems will receive improved treatment through a new program, Governor Rod R. Blagojevich announced today. Illinois DocAssist is a new child and adolescent mental health and substance use consultation program that helps primary care providers to offer better treatment for young patients. Due to a shortage of child psychiatrists, many children who have special mental healthcare needs or who are battling substance abuse problems receive treatment not from psychiatrists but from pediatricians and family doctors. Illinois Governor Rod Blagojevich has signed new e-waste legislation into law. The new law, SB 2313 titled the Electronic Recycling & Reuse Act , will task manufacturers, retailers and Illinois state agencies to properly manage obsolete electronics while creating standards for proper and safe recycling of said products. The trade publication Recycling Today reports: At no charge to consumers, the law authorizes the use of a combination of incentives and mandates to reduce the amount of electronic waste – televisions, printers, computer monitors, computers, laptops, printers, fax machines and MP3 players – and their toxic substances from being disposed in Illinois landfills. It also gives manufacturers flexibility in the strategies they use to meet their goals, such as partnering with retailers and local governments to sponsor collections. Manufacturers, recyclers, refurbishers and collectors must also register annually with the Illinois EPA. Under the law, manufacturers will set up and pay for the collection, transport and recycling of the products on which they sell in the state. It also sets up a recycling benchmark system whereby manufacturers are required to recycle 60% of a goal that will be set up by the state. Manufacturers must meet a minimum of 60% of this goal within three years, with the minimum percentage rising to 75% by the fourth year or be subject to penalties. CAW particularly supports the Extended Producer Responsibi ...

Obama's Chicago buddies are dropping like flies ... Sources tell CBS 2 News Chicago that Federal agents claim to have enough evidence to indict Blagojevich on fraud and conspiracy charges . However, the report says the investigators aren't the ones who make the decision to prosecute. That would be up to U.S. Attorney Patrick Fitzgerald and the Justice Department in Washington. Blagojevich has been dogged by ethics controversy for years at the point, so I don't think anyone familiar with the situation in Illinois is really all that surprised. I suppose its possible that Barack Obama passed through the slaughterhouse without getting any on him, but its not likely. Men in particular tend to surround themselves with friends who have similar interests and values. Obama's long association with the famously corrupt Chicago Democrat political machine is deeply troubling. ...
