Former London Mayor Ken Livingstone, who during his tenure was nicknamed "Red Ken" for his socialist political leanings, is to work as a consultant for Venezuelan President Hugo Chavez, the BBC reports. Livingstone, a longtime Chavez supporter, "will advise pro-government mayors in the capital Caracas on urban planning." He said he was proud and honored to be part of the Venezuelan city's transformation, the BBC notes:As mayor, Mr. Livingstone struck a deal to swap cheap Venezuelan oil for city planning advice, but it was cancelled by his successor Boris Johnson. After a meeting with Mr Chavez in Caracas on Wednesday, the former mayor said he was pleased that Venezuela would now get the "advice that we promised." Is Sarah Palin Big Oil's pawn or the Hugo Chavez of Alaska? Just the fact that we can even ask that question is yet another reason why the 2008 campaign for president of the United States is proving to be the most entertaining political freak show in memory. But the question is far from rhetorical. Palin's eagerness to promote drilling in ANWR and offshore has led Obama supporters to the easy conclusion that she is in the tank for the energy industry. Yet a closer look at the facts on the ground in Alaska suggests that pigeonholing the governor in such a small coop misreads what's really going on. One of the biggest ongoing energy stories in Alaska is the nearly 30-year-long struggle to get a new mega-pipeline built that will ensure the state continues to live large off of its immense natural gas reserves for decades to come. At the moment, two contenders are vying for the right to build such a pipeline. On one side, BP and ConocoPhillips, two energy companies that, along with Exxon, own potentially lucrative leases to pump natural gas in Alaska. The other proposal belongs to TransCanada, a Calgary-based pipeline builder. Sarah Palin backs TransCanada. Indeed, just a few days before she was selected as the Republican vice-presidential nominee, she signed a bill declaring that TransCanada satisfied the legal requirements of the Alaska Gasline Inducement Act, which Palin had pushed through the Alaska Legislature in March 2007. An authoritarian thug who runs the fourth largest exporter of oil to the United States is " Giving $1.5 million to a Maryland charity, " the Washington Post reported today on page eight of its Business section. Citgo, the Venezuelan-owned oil company, is making a $1.5 million donation to the Silver Spring nonprofit group CASA of Maryland to help fund educational, training and economic development programs for low-income and immigrant workers. In December, Venezuela's president lost a referendum that would have granted him near-dictatorial powers and the chance to become president for life. Yes, he lost it. Not that you could tell. President Hugo Chávez has enacted a slew of presidential decrees which formalize the creation of a popular militia and further consolidate state control over key areas of the economy such as agriculture and tourism. Mr. Chávez... published the decrees on Friday, just at the close of a special 18-month period that allowed him to bypass Congress in making laws. But only the titles, and not the texts, of the decrees were released. On Tuesday, the government made the full texts widely available.   The Jose de Cordoba and Darcy Crowe story runs down the changes, although this one stood out for me. Among the biggest changes -- and one which was turned down in December -- was the creation of another branch of the military, a "National Bolivarian Militia," which analysts say could challenge the position and role of the traditional armed forces... Mr. Chávez also changed the name of the armed forces, which are supposed to be apolitical, from the National Armed Forces. They are now to be called the National Bolivarian Armed Forces, invoking the title Mr. Chávez has chosen for his self-proclaimed socialist revolution.
