Host: Heritage Foundation. Prime Minister Yasuo Fukuda’s abrupt resignation has again thrown Japan’s political landscape into turmoil. Fukuda’s departure less than a year after assuming office—as was the case with his predecessor—raises concern that Japan will return to the revolving door pattern of ineffectual prime ministers serving brief terms that prevailed through much of the 1990s. The next prime minister will also be hampered in implementing foreign and domestic policies by a legislature split between competing parties and the obstructionist tactics of the opposition party. Japan is at a strategic crossroads. Bold leadership is needed but unlikely in Japan’s consensus-driven political system. There are serious consequences to Japanese inaction. Tokyo’s unwillingness or inability to make tough decisions risks Japan losing influence and even relevance in a region increasingly dominated by an ascendant China. As a Chinese proverb cautions—“Two tigers cannot share the same mountain.” The panelists will discuss the impact of Prime Minister Fukuda’s resignation on Japanese domestic and foreign policies. The panel will also assess Japan’s political future, the potential for stronger leadership, and what the next 6-12 months holds for Japan—continuing government gridlock or surprising progress? ...

Host: The Heritage Foundation. There is no ignoring or dismissing abstract appeals to “change” in the rhetoric of both presidential candidates. But a close examination of these appeals reveals that they are neither new nor fresh. On the contrary, they reprise familiar and well-worn themes of constant transformational change, of ceaseless experimentalism, and of the endless quest to fulfill America’s promise—all of which have come to be understood as integral parts of the American ethos. But these themes represent serious and often willful misunderstandings of concepts and dispositions that lie at the very Foundation of American life. The current presidential campaign provides us with an opportune moment to revisit these misconceptions, and replace them with better and more fully grounded ones. Wilfred M. McClay is SunTrust Bank Chair of Excellence in Humanities at the University of Tennessee at Chattanooga, where he is also Professor of History. Seven years later, the OAS and the Western Hemisphere face a range of divisive challenges that involve defining democracy, meeting criminal, drug and other transnational challenges, and overcoming persistent poverty and exclusion. New regional groupings such as the Union of South American Nations seek to resolve political disputes, promote economic integration, and build security arrangements without the participation of the United States. Presidents Hugo Chávez of Venezuela, Evo Morales of Bolivia, and Daniel Ortega of Nicaragua seek to realign Latin America with non-hemispheric players such as China, Russia, and Iran to counter U.S. influence. In April 2009, the Fifth Summit of the Americas will take place in Trinidad-Tobago. It will bring the next U.S. President face to face with Western Hemisphere leaders and these new realities. With the Summit also comes the challenge of making the OAS and the inter-American regional system work effectively for U.S. interests as well as for the broader interests of all the Americas. The 36th Annual House Tour, sponsored by the Heritage Foundation of Oswego County, will be held Sunday from 1-5 p.m. in the village of Pulaski. This year’s tour will feature 10 sites, including nine historic properties. “This is another milestone year for the Heritage Foundation of Oswego County, as we are celebrating the 25th anniversary of the Pulaski Village Historic District,” said Justin White, president. “The annual house tour event has highlighted the historic properties throughout the county for more than three decades. Over the years, the tour has showcased that historic preservation is alive and well in Oswego County. This event offers the community an opportunity to view in person the wonderful private and public landmarks that make our communities unique and special.”  The Heritage Foundation’s goal of protecting local landmarks is reflected in the extraordinary efforts of all the property owners, both public and private, to preserve the historical integrity of their properties. Among the private residences on the tour is the Young residence, known as Woodlawn at 4677 Salina St. This is fine example of early 19th-century Federal-style architecture that has been extensively restored.
