BAA's airports handle 90% of air passengers in the South East of England and 60% for the UK as a whole. The company owns all three of the largest airports for the London area, including Heathrow which handles more international passengers than any other airport in the world, many of them transfer passengers only changing flights at the airport. A British business regulatory authority, the Competition Commission, has reached a provisional view that the company should have to sell two of those London airports. It also wants the company to part with one of the two leading airports it owns in Scotland - Glasgow or Edinburgh. The Commission says that the lack of competition has led to a lack of airport capacity , higher charges for users, the slow development of new routes and poor responses to customers' requests. The report says that, especially in the longer term , the airports would be likely to compete more vigorously if they were separately owned . The report has been welcomed by a number of airlines. But BAA's Chief executive said the analysis was flawed and the measures proposed were disproportionate and counter-productive . ...

The long-awaited ABI (American-British Airways-Iberia) tango became official today when the trio said it will seek antitrust immunity for its trans-Atlantic flying. My colleague Kerry Capell has a thorough post today on the deal. The oneworld alliance’s dominance at Heathrow is the prime sticking point in the craw of some, namely Virgin boss Sir Richard Branson, who put out a new statement today calling the deal “a monster monopoly” which would decrease competition and raise fares. Naturally, BA and American argue that the Open Skies treaty has exposed Heathrow to further competition and that their bid to coordinate fares and capacity will not harm the traveling public. Indeed, executives took the exact opposite tack in their statement. Said BA Chief Willie Walsh: "This strategic relationship strengthens competition by providing consumers with easier journeys to more destinations with better aligned schedules and frequencies.” Ah, the benevolence. Of course, Delta, Northwest and Air France KLM enjoy the same perks in Paris and Amsterdam, while Lufthansa (with United) essentially owns Germany via antitrust immunity. Britain's second-largest airport, Gatwick, was put up for sale yesterday as its owner, BAA, sought to present itself as "realistic" and "pragmatic" in the face of calls for it to be broken up. The Competition Commission wants BAA to sell two of its three London hubs – Heathrow, Stansted or Gatwick – and either Edinburgh or Glasgow airports. Colin Matthews, BAA's Chief executive, said that selling Gatwick did not affect the nature or the substance of its talks with the commission, which will publish a report on the airport industry in the spring. "We... hope to hold on to Stansted but we need to be pragmatic and realistic," Mr Matthews said. "Not only has the commission made its views pretty clear, but there is also widespread public demand for change so we want to send the message that the new team at BAA is not blindly defending the status quo." Gatwick, which is likely to fetch about £2bn, has already attracted interest from Hochtief, Fraport, Manchester Airports Group and Virgin Atlantic. But a pricing regime review and a regulatory investigation could put the brakes on a deal. Gert Zonneveld, an analyst at Panmure Gordon, said: "This is a public relations exercise for BAA to pretend it is taking the initiative. Ryanair boss Michael O'Leary has said he is interested in taking over Stansted Airport. Buying Stansted from BAA is one of O'Leary's two main ambitions as Chief executive of low-cost airline Ryanair. Speaking to The Telegraph, O'Leary expressed an interest in launching a £2bn bid to buy Stansted from current owners BAA. The Ryanair Chief executive thinks that a Competition Commission's investigation into BAA will recommend that the airports operator is broken up, so that each of London 's three main airports - Heathrow, Gatwick and Stansted - is owned by different bodies. Speculating on the possibility O'Leary said: "We'd be in it like a bandit. BAA knows we're interested." When asked how much he would be prepared to pay for Stansted, O'Leary said: "Probably around £2bn. I'd take it up from 24m passengers today to more than 40m by halving landing fees for all." O'Leary added that he would develop a second runway and a second terminal. Despite his enthusiasm, BAA says that it is not aware of anyone having spoken to O'Leary about buying Stansted. "While we are heartened that he sees the long-term value of Stansted Airport, it is not for sale," a spokesman for BAA said. O'Leary's second main ambition before he "bows out" as Ryanair's Chief executive is to buy Irish airline Aer Lingus , in which Ryanair holds a 29.8 per cent stake. The rail services connecting central London train stations with Gatwick Airport and Heathrow Airport have done a good job of keeping their passengers happy this year, according to a report. Passenger Focus, the UK's national rail watchdog, released a survey covering spring 2008 which showed that Gatwick Express and Heathrow Express both achieved satisfaction scores above 90 per cent. The picture was not as positive for long-distance operators, however, with Passenger Focus describing the scores awarded to Cross Country, East Midlands, First TransPennine Express, National Express East Coast and Virgin as "worrying". Although 83 per cent of passengers said they were happy with these companies' services, overall satisfaction scores had dropped by four per cent. Passenger Focus Chief executive Anthony Smith said: "Satisfaction with station and train facilities from long-distance operators dropped across the board and the five operators should see these scores as a red alert. "Likewise, the value for money offered by all train companies remains a primary concern for more than half of the passengers we surveyed." People flying from Gatwick or Heathrow can catch Express train services to the airports from Victoria and Paddington stations respectively. ...

Ryanair Chief executive Michael O'Leary has poured cold water on suggestions he is going to launch a bid for Stansted Airport , according to reports. The Daily Telegraph reported last week that Mr O'Leary was considering a £2 billion offer for Stansted Airport and if successful he would have increased its passenger numbers. Speaking to the Telegraph, Mr O'Leary said: "I'd take it up from 24 million passengers today to more than 40 million by halving landing fees for all. You could have a second runway for £150 million and second terminal for £250 million." Speculation that Ryanair would buy Stansted Airport was crushed, however, when Mr O'Leary confirmed he would not be bidding. Mr O'Leary told a news conference in Dublin on Thursday: "We have no interest in acquiring airports." He did say that the airline would, however, be more than willing to co-operate with any other potential buyers, should they come forward. In May, the Competition Commission and the Office of Fair Trading said BAA's ownership of Heathrow Airport , Gatwick Airport and Stansted Airport should be broken up. ...
