The rash of press coming out of the national media would have us think the housing market is crashing everywhere. It just isn’t so. We are really doing pretty well in the Mohawk Valley, especially if you look at our area compared with the rest of the country. It is true that our level of escalation of real estate values over the past few decades has seemingly moved at a snail’s pace, when other areas of the country were soaring at amazing levels. We’ve had lots of unfortunate things to endure here in the Mohawk Valley over the last several decades, which kept us well behind the record levels being set by much of the nation. When the average sale price of a home in the United States was reaching $250,000, we were topping the $100,000 mark. Over the last 15 years, our average yearly prices were less than half of the national average. Housing in the Mohawk Valley has always been more affordable, and therefore, more attainable. The bottom line: If you can’t get it together to buy yourself a home in our community, your odds of doing it in “greener pastures” will not be easier. We do have some obstacles that have risen by our nation’s current real estate cycle that will affect some buyers in the Mohawk Valley. Although interest rates remain amazingly low, most lenders have tightened up significantly on who they will lend money to. The Woodstock Planning & Zoning Commission will soon approve Woodstock Academy’s application for expansion of its athletic fields within the historic district. Approval will come despite the arguable fact the application does not meet seven of the 11 criteria for a special permit. Zoning regulations state a quorum of five commission members is all that is needed to approve any application, regardless of how many regulations that application fails to meet. The quorum of five is less than half of the total commission members. The commission has the power and duty to place modifications, restrictions and/or mandates upon the approval of this application. The following restrictions should be stipulated upon approval: — One field, not two — Responsible construction practices — Green building, conservation easement — Adequate sewer and water supply — Mandated appropriate use of the complex — Noise level restrictions No other town The Woodstock Academy application dramatically illustrates the town has lax, at best, zoning regulations. Outside professionals who reviewed this application commented, “In any other town in Connecticut, this application wouldn’t have received approval from a town’s Inland-Wetlands Watercourses Agency.” In all towns, Inland-Wetlands approval is required before gaining zoning approval. The Norwich Bulletin’s Aug. 1 editorial promoted expansion of commuter rail into southeastern Connecticut with implementation of full Shore Line East service. Among the obstacles noted were boater objections to additional moveable bridge closures. Neither capital nor operating costs associated with expanded service were specifically addressed. It must be noted the state heavily subsidizes daily passenger and commuter rail service provided by Shore Line East and Metro North with revenue from the Special Transportation Fund. This fund is supported by taxes paid by motor vehicle operators, primarily at the gas pump. The commuter rail service operates only five days per week. In 2003, the last year that published data are available, Shore Line East’s operating deficit was $6.4 million, or 85 percent of its total operating expenses. The current purchase price of a round-trip ticket from New London to New Haven is $16.50. An estimated $94.24 state subsidy would be required to cover the ticket’s operating deficit. Expansion of daily and weekend service to New London would increase annual operating cost by $4 million, requiring a capital investment of $20 million — thereby causing either the ticket price or subsidy to increase accordingly.
