Two Richland County Council members want to exclude Groceries from a proposed one-cent sales tax increase, a compromise that would allow the council to put more money toward paving dirt roads while not taking away from proposed bike paths and hiking trails. But for the compromise to work, S.C. legislators will have to change state law to allow local governments to exempt Groceries from local sales taxes. State law exempts Groceries from the state sales tax, but does not allow local governments to do the same. Lawmakers came close last session with House bill 4355. But a conference committee changed the bill on the session’s last day. Instead of giving cities and counties the option to eliminate sales taxes on Groceries, the bill was used to shore up state budget shortfalls, including fuel for school buses. The sales tax, which was on the agenda for Tuesday night’s council meeting, would first have to be approved by voters Nov. 4. The amendment, introduced by council members Mike Montgomery and Bernice Scott, would exclude Groceries from the sales tax as soon as state legislators pass a law that lets them do it. “It’s a good compromise that keeps the basic tenets and the basic balance of the plan in place,” said Columbia College president Caroline Whitson, who led the committee studying how to spend the sales tax money. ...

While many people are feeling the pinch of rising food costs, one organization is looking to help offset those costs. SHARE (Self Help And Resource Exchange) Colorado is a co-op of sorts that provides Groceries at a discount for anyone in the community regardless of income. There is neither a minimum or a maximum amount to purchase, nor is there any income requirements to sign up. That doesn’t mean there isn’t a catch -- the group encourages two hours of volunteerism for every participant each month based upon the honor system. SHARE Colorado, which was recently purchased by a Colorado grocer, provides pre-set menus to local volunteer organizers, who take in orders from community members. This can include pre-set packages such as a $15 produce package or individual items including chicken wings, gourmet pizzas, pancakes and shrimp. The SHARE Colorado system includes Wyoming, South Dakota, Nebraska, Missouri, Oklahoma, Texas, Arizona, New Mexico and Colorado. Saturday was the last date to order for the month of July. The food is expected to arrive July 26 for local volunteers to unload the trailer and distribute the Groceries.
