BAGHDAD — Iraqi troops raided local government offices in the volatile Diyala province on Tuesday, arresting a Sunni provincial council member and a university president who was led away hooded and handcuffed, officials said. The provincial council suspended cooperation with the federal government in protest, and Iraq's main Sunni Arab party accused the Shiite-dominated security forces of sectarianism. Diyala, which has a Shiite governor despite a Sunni Arab plurality, has proven among the most difficult of Iraq's 18 provinces to pacify. It is also a base for al-Qaida in Iraq, the deadliest of the country's terror networks. The new arrests could deepen Sunni resentment in Diyala and hamper U.S. efforts to co-opt former Sunni fighters who last year revolted against al-Qaida. Before dawn, troops swept through the provincial council complex in downtown Baqouba, north of Baghdad, then advanced to the nearby Office of the provincial governor, Raad Rashid al-Tamimi, officials said. Government troops kicked in doors and exchanged fire with the Governor's guards. The Governor's secretary, Abbas al-Tamimi, was killed and four guards were injured in the raid, police said. Later Tuesday, the governor, surrounded by local security forces, silently led a funeral procession, walking behind the flower-draped coffin of his secretary. Chief of Staff Dennis Burke is out. As is the Governor's top legislative lobbyist, Mike Haener . Ninth Floor budget guru George Cunningham is retiring. Tuesday brought some head-spinning changes among Gov. Janet Napolitano's  crew of top advisers. None of the changes were entirely unexpected. And the Governor's key staff have been remarkably stable since she took Office. It's also typical for senior advisers to begin peeling away at this point, with Napolitano entering the back half of her final term in the Governor's Office. Still, Tuesday's announcement was eyebrow-raising in its size and impact. Start at the top. Burke has worked with Napolitano since her days as U.S. attorney, and has served as her chief of staff since she  took control of the Governor's Office in 2003. Replacing Burke is Jan Lesher , currently the director of the Arizona Department of Commerce. Cunningham, who has battled health problems and suffered a heart attack in the last year, has been a fixture in state government. He served eight years in the state Legislature (1993-2000) and,  prior to that,  as chief of staff for Democratic Gov. Rose Mofford . Cunningham will be succeeded by James Apperson , who since 2006 has led the Governor's Office of Strategic Planning and Budgeting. Removal hearings for Kwame Kilpatrick scheduled for today. Barring a last-minute plea agreement, historic proceedings are set to begin this morning for the possible removal of Detroit’s mayor. Gov. Jennifer Granholm will preside over the hearings requested by Detroit City Council, in the wake of multiple felony charges leveled against Kwame Kilpatrick this spring. He’s accused of both lying in court about an extra-marital affair with his ex-chief of staff and hiding evidence of the affair by settling a multi-million-dollar lawsuit with ex-cops who could’ve exposed the romance. Kilpatrick’s lawyers worked through Labor Day weekend and on Tuesday trying to negotiate a plea that wouldn’t include jail time for and hoping to get a court order stopping Granholm’s hearings. The mayor reportedly sought to offer his resignation, surrender his law license and state pension, do community service and probation, all in exchange for no jail time. Wayne County Prosecutor Kym Worthy is said to be unyielding on the question of Kilpatrick’s incarceration. The mayor enjoyed a small victory Tuesday when a court agreed to let him remove his ankle monitor at a bond hearing. But a second judge, followed by the Michigan Court of Appeals, ruled that the governor’s hearing can proceed. Gov. Steve Beshear signed an order Thursday to attach the Council on Postsecondary Education to his Office, saying the move will strengthen the state's hand in recruiting a new higher education chief. The restructuring shifts the council from the Education Cabinet, where it was moved by Beshear's predecessor, Ernie Fletcher. He had said he wanted it insulated from political influence. Beshear told reporters the council's president will become one of his top advisers, but said the council will remain independent. The council is the state's coordinating agency for Kentucky's public universities and community and technical colleges. "To recruit the kind of national leader that we want and that Kentuckians deserve, the CPE president must be positioned as a close adviser to the governor," Beshear said.
