A bill designed to guide local Governments on how to legally pray before meetings is up for discussion in a House committee. Isle of Palms Sen. Chip Campsen says he hopes the measure clears up confusion over what kind of public prayer is considered constitutional, based on rulings by the U.S. Supreme Court. The legislation would give local Governments three possibilities for legal prayer. They could elect a chaplain, let each member of the board pray on a rotating basis, or invite local religious leaders to put their name on a list to pray and schedule them on a first-come, first-serve basis.
