The group cited the rapidly growing unmanned aircraft community and is worried about the possible repercussions. "The GAO also called on the FAA to work with the Department of Defense, which has extensive unmanned aircraft experience to issue its program plan. In addition, the Department of Homeland Security (DHS) assesses the security implications of routine unmanned aircraft access to commercial airspace, the GAO said. Even if all issues are addressed, and there are a number of critical problems, unmanned aircraft may not receive routine access to the national airspace system until 2020, the GAO concluded." Compared with nontargeted nanoparticles that lack anti-HER2 Fab', PE-NP-HER specifically bound to and were sequentially internalized into HER2 overexpressing breast cancer cells, which result in significant cytotoxicity in vitro. A review of the nation's nursing home inspection reports by the Congressional Government Accountability Office (GAO) lists Alabama among nine states with the worst records of nursing home inspection accuracy, saying inspectors missed serious problems in more than 25 percent of all inspections from 2002-2007. The report said most states still fared dismally, missing at least one serious deficiency in 15 percent of all inspections. Results of the report were published in the New York Times May 15, which says the study "reveals a widespread 'understatement of deficiencies' including malnutrition, severe bedsores, overuse of prescription medications, and nursing home resident abuse." It goes on to say that "there are 16,400 nursing homes with more than 1.5 million residents nationwide. Of these, about one-fifth are cited for serious deficiencies each year." The study was requested by Sen. Charles E. Grassley (R-Iowa) and Sen. Herb Kohl (D-Wis., Chairman, Senate Special Committee on Aging). They have introduced a bill to upgrade nursing home care and increase penalties for federal standards violations. Currently, the maximum fine is around $10,000. Hardly a deterrent! They plan to increase fines to $25,000 for a serious deficiency and $100,000 for a deficiency resulting in patient death. Citing inflated profit margins, a recent report by the House Oversight and Government Reform Committee criticized providers of federally mandated insurance to the Pentagon of sticking taxpayers with exorbitant bills. The Defense Base Act (DBA) requires that all contractors working for the federal government overseas purchase workers compensation insurance for its employees. The cost of the insurance is then passed on to the government. But unlike other federal agencies, the Pentagon has the authority to negotiate its own contracts. At a hearing yesterday, before the House panel, GAO's John K. Needham testified that not only does the Pentagon pay higher insurance rates, but that it doesn't keep good enough records to figure out to obtain lower rates: GAO previously reported that eight DOD prime contractors paid from $10 to $21 per $100 of salary cost, a rate that was significantly higher than the rates paid by State and USAID contractors—$2 to $5 per $100 of salary cost—through the agencies' respective single-insurer programs. ... Critics of the federal No Child Left Behind (NCLB) law, including Democratic presidential candidates vowing to overhaul or end it, have often accused it of being too harsh.  It punishes weak schools instead of supporting them, as Sen. Barack Obama puts it. But when it comes to the worst-performing schools, the 2001 law hasn't shown much bite, says the Wall Street Journal.  The more-radical restructuring remedies put forth by the law have rarely been adopted by these schools, many of which aren't doing much to address their problems, according to a federal study last year. For example: About 1,300 schools out of 99,000 public schools were in restructuring during the 2006-2007 school year. About 40 percent of them haven't taken any of the corrective actions required by NCLB, according to a 2007 study by the Government Accountability Office (GAO). Slack in their interpretation of NCLB led some principals to tell the GAO they didn't believe restructuring was necessary; others said they thought their school district had decided against such action. Another 40 percent of schools in restructuring have chosen the "other" change option.  Many schools use that option as a loophole to do very little, says Michael Petrilli, vice president of the Thomas B.
