Heat oven to 350 degrees. Grease bottoms and sides of 2 round pans, with shortening; lightly flour. Beat cake mix, water, butter and eggs in large bowl with electric mixer on low speed 1 minute, scraping bowl constantly. Stir in 2/3 cup chocolate chips; pour into pans. Bake 8-inch rounds 35 to 40 minutes, 9-inch rounds 30-35 minutes or until toothpick inserted in center comes out clean. Cool 15 minutes. Run knife around side of pans to loosen cakes; remove from pans to wire rack. Cool completely, about 1 hour. Beat whipping cream and powdered sugar in chilled large bowl with electric mixer on high speed until soft peaks form. Gently stir together 1 cup of the raspberries and the preserves in medium bowl; fold in 1 1/2 cups of the whipped cream. Cut each cake layer horizontally to make 2 layers. Place 1 layer, cut side up on serving plate; spread with about 3/4 cup raspberry-cream mixture. Repeat with second and third layers. Top with remaining layer. Frost side and top of cake with remaining whipped cream. Arrange remaining 1/2 cup raspberries over top of cake. Press 1 1/2 cups chocolate chips into side of cake. Add water and egg yolks; cook and stir rapidly until mixture thickens and bubbles again. Remove from heat; stir in extract. Cool 15 minutes. Chill thoroughly, about 30 minutes; stir. So McCain — understandably, perhaps, given how little attention he’s getting these days — dumped on Obama’s speech in Berlin yesterday: “I would rather speak at a rally or a political gathering any place outside of the country after I am president of the United States,” he said. In other words, presidential candidates should stay at home, in the U.S., where the voters are, and not travel around the world giving speeches (like, to thousands and thousands of Germans). “However,” NBC’s Mark Murray reminds us , “on June 20, McCain himself gave a speech in Canada — to the Economic Club of Canada — in which he applauded NAFTA’s successes… McCain’s trip to Canada was paid for by the campaign.” Oops. Call it envy, call it whatever you want, this was also yet another gaffe from the gaffe-filled McCain. Maybe he really had forgetten about his speech in Toronto, or maybe envy got the better of him, or maybe he was trying to score a political point against Obama’s worldly cosmopolitanism, but, whatever the case, he’s been making a lot of mistakes recently. In terms of looking and sounding utterly pathetic, McCain just keeps on outdoing himself. THERE were no serious maritime emergencies off the British coast last weekend. Given that many coastguards were participating in a 48-hour strike, that is just as well. This latest stoppage was the fourth in a series that has seen three one-day walk-outs since March. At this point, both sides would do well to ask themselves where this is going. It is clear that the Public and Commercial Services union cannot win through sheer industrial muscle. Management at the Maritime and Coastguard Agency has proven capable of providing adequate stand-in cover. Given that the strikers have pledged to return to work instantly if a major casualty occurs on a strike day, they have essentially already played their hand. However, the coastguards claim for comparability with similar emergency service control room workers is just. Even studies commissioned by MCA bosses concede that. The snag is that the agency is bound by the governments 2% cap on public sector pay increases. Irrespective of the merits of the coastguards case, the MCA cannot act unilaterally. There are times when situations reach such portentous gravity that only one way ahead is possible. Yes, it is time to go nuclear and reach for that perennial solution of last resort, that Fudge that is so typically British. If the right arms can be twisted, coastguard jobs can be regraded onto higher civil service pay scales, in a manner that would leave the pay cap intact while getting mor ...
