This Saturday is the “Red Mass,” a service for Firefighters and Emergency Medical Service personnel at the Cathedral of St. Patrick in Norwich. The event features a full gathering at Chelsea Parade. A procession of uniformed men and women, bagpipers and firefighting apparatus will lead a procession down Broadway to the church.   A parking ban will be in effect starting at 2 p.m. and temporary traffic regulations will go into effect at 3 p.m. and remain until the conclusion of the procession at approximately 5 p.m. The parking ban and traffic regulations are as follows: Parking ban: ∑ East side of Washington Street from Chelsea Parade South to Williams Street ∑ Both sides of Broadway, from Chelsea Parade South to Washington Street ∑ Both sides of Perkins Avenue approximately 350’ in from Broadway Traffic rerouting: ∑ No southbound traffic on Broadway adjacent to Chelsea Parade ∑ No traffic on Chelsea Parade  North or South Starting at 4 p.m., southbound traffic on Broadway will follow the procession, then be diverted onto Broad Street until the roadway is clear. The president of the local Firefighters union is slamming town officials for not consulting with its members over the selection of a new fire chief. Less than a month before the Nov. 5 retirement of Fire Chief Ollie Gadson, Peter DeVito, president of Firefighters Union Local 1652, has issued a statement criticizing town management for not keeping the union in the loop on the hiring. In the past, DeVito said, the fire chief was selected in-house, with a Framingham fire insider typically hand-picked to succeed as head of the department. In 2005, for instance, Gadson, then an assistant chief, was chosen to run the department after outgoing Fire Chief Michael Smith recommended him. However, Town Counsel Chris Petrini said he could not recall "any advise or consent role of a union," in that hiring. "It's a management right to select the chief," he said. "The town has been strictly adhering to its bylaws here." This time around, the town hired MMA Consulting Group to help recruit a new chief, who will oversee more than 100 Firefighters and an $11 million budget. The town has considered applicants from outside the department, said DeVito, and unfamiliarity seems to be breeding contempt. DeVito said his union has "no confidence in our administration," or Town Manager Julian Suso or Assistant Town Manager Timothy Goddard, "to hire the best qualified candidate for this very important position.
